CBNRM is much more complex and challenging than has commonly been understood, but can provide a way to achieve a more equitable and sustainable approach to the use of natural resources. This book has a focus on Southern Africa. It is aimed at students of natural resource management including undergraduates, conservation practitioners, and development-sector implementing agents. It is theoretically grounded, but has a major applied focus with respect to understanding the why, what, and how of CBNRM in order to more effectively guide natural resource management. It is not a manual with explanatory details about implementation measures; rather, it helps the reader to understand the complexity of CBNRM, and provides a guide to other resources that will assist in enhancing learning. Part I consists of ten chapters. After introducing the CBNRM concept, consideration is given to the following: History as a Determinant of Progress; Economic Foundations; Well-Being, Livelihoods and Business; Institutions and Governance; Stakeholder Analysis; Adaptive Management; Capacity Development and Learning; and Communication for Effective Implementation. Part II is devoted to eight case studies from the Southern Africa region that illustrates some of the issues considered in Part I. Book excerpt: One of the major challenges of sustainable development is the interdisciplinary nature of the issues involved. To this end, a team of conservation biologists, hunters, tourist operators, ranchers, wildlife and land managers, ecologists, veterinarians and economists was convened to discuss whether wildlife outside protected areas in Africa can be conserved in the face of agricultural expansion and human population growth. They reached the unequivocal - if controversial - conclusion that wildlife can be an economic asset, especially in the African savannas, if this wildlife can be sustainably utilized through safari hunting and tourism. Using the African savannas as an example, Wildlife Conservation by Sustainable Use shows that in many instances sustainable wildlife utilization comprises an even better form of land use than livestock keeping. Even when population pressure is high, as in agricultural areas or in humid zones, and wild animal species can pose a serious cost to agriculture, these costs are mainly caused by small species with a low potential for safari hunting. Although ranching has a very low rate of return and is hardly ever profitable, the biggest obstacle to the model of sustainable wildlife use outlined in Wildlife Conservation by Sustainable Use is from unfair competition from the agricultural sector, such as subsidies and lack of taxation, resulting in market distortion for wildlife utilization. This book thus gives valuable evidence for a different way of working, providing arguments for removing such distortions and thereby facilitating financially sound land use and making it a rationally sound choice to conserve wildlife outside protected areas. The expert team of authors, most of whom came together at a workshop to thrash out the ideas that were then developed into the various chapters, has written a superb account of recent research on this complex subject, resulting in a book that is a major contribution to our understanding of sustainable use of land. The important conclusion is that wildlife conservation can be possible for landholders and local communities if they have a financial interest in protecting wildlife on their lands.

Book excerpt: This book presents an overview of different institutional arrangements for tourism, biodiversity conservation and rural poverty reduction in eastern and southern Africa. These approaches range from conservancies in Namibia, community-based organizations in Botswana, conservation enterprises in Kenya, private game reserves in South Africa, to sport hunting in Uganda and transfrontier conservation areas. The book presents a comparative analysis of these arrangements and highlights that most arrangements emerged in the 1990s through either a decentralized or centralized change trajectory that was sponsored by donors. They aim to address some of the challenges of the ‘fortress’ types of conservation by combining principles of community-based natural resource management with a neoliberal approach to conservation, evident in the use of tourism as the main mechanism for accruing benefits from wildlife. The book illustrates the empirical relevance of these novel arrangements by presenting their growth in numbers and discuss how these arrangements differ in their form. With respect to the conservation and development impacts of these arrangements, we show that they have secured large amounts of land for conservation, but also generated governance challenges and disputes on tourism benefit sharing, affecting the stability of these arrangements to generate socioeconomic and conservation benefits.
