An Afrocentric perspective is therefore a suitable starting point for research into the possible strategies for post-conflict peacebuilding. The authors of this book consider the problems around the concept of ‘post-conflict’ and the blurring of military and civilian roles, analysing the UN roles in the DRC and Sierra Leone, as well as the African Union Mission in Burundi. The main context of the book, however, is the South African Army’s strategy for PCRD in Africa, which was developed with the African Union’s 2006 Post-Conflict, Reconstruction and Development Needs Assessment Guide in mind. This book emanates from this plan. It therefore also explores South Africa’s policy imperatives to integrate development projects and peace missions, involving the military as well as civilian organisations. While this book is not intended as an instruction manual, it hopes to ignite an understanding of the particular processes required to develop a sustainable and cohesive post-conflict peacebuilding strategy within the African environment.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Book excerpt: Naseem Badiey examines the local dynamics of the emerging capital city of Juba, Southern Sudan, during the historically pivotal transition period following the 2005 Comprehensive Peace Agreement (CPA). Focusing on the intersections of land tenure reform and urban development, she challenges the dominant paradigm of 'post-conflict reconstruction' and re-conceptualizes state-building as a social process underpinned by negotiation. Badiey explores local resistance to reconstruction programmes, debates over the interpretation of peace settlements, and competing claims to land and resources not as problems to be solved through interventions but as negotiations of authority which are fundamental to shaping the character of the 'state'. While donors and aid agency officials anticipated clashes between the Government of Sudan and the Sudan People's Liberation Movement (SPLM) following the CPA, they did not foresee internal divisions that impeded reconstruction in Southern Sudan, raising serious questions about the viability of an independent state. In Juba local elites interpreted the CPA in line with their economic and political interests, using claims to land, authority and political power to challenge the SPLM's agenda for urban reconstruction. In revealing how local actors strategically interpreted the framework of land rights in Southern Sudan, the book offers a basis for understanding the challenges that confront the nascent South Sudan's state-builders and their international partners in the future. Key international stakeholders—from activists to politicians, humanitarian agencies to financial institutions—characterize disparate sites as “weak,” “fragile,” or “failed” states and, as a result, prescribe peacebuilding techniques that paradoxically disable effective management of post-conflict spaces while perpetuating neoliberal political and economic conditions. Treating all efforts to represent post-conflict environments as problematic, the goal becomes understanding the underlying connection between post-conflict conditions and the actions and interventions of peacebuilding technocracies.
