Book excerpt: This book intends to provide a continuous assessment of the crisis in governance in Africa. As it is, there are huge deficits in the capacity of African states to harness vast human and material resources to promote good governance. This manifests in pervasive corruption, collapsed service delivery, collapsed state-owned enterprises, eroded social trust, capital flight, escalating levels of poverty and wars, human insecurity, and stunted growth. The public sector is the pulse of service delivery because the entire governance system revolves around the sourcing of materials and services, mostly from the private sector, in order to achieve its public policy intents. The procurement process, therefore, ordinarily ought to yield positive economic outcomes and an efficiency-driven system in favour of the government itself and its service recipients. However, this more often than not is not the case. Despite its enormous wealth, the African continent is in an economic quagmire, a dilemma that requires multi-facet research activities. This is the motivation for this book.

Book excerpt: The global response to HIV/AIDS has been a major aspect of global health and development policy over the last three decades. The book illustrates the devastating health impacts of the epidemic, with life expectancy in some countries falling to the lowest levels observed anywhere, and the remarkable success of the global HIV/AIDS response in reversing such extreme outcomes. Concerns about the implications of HIV/AIDS for economic development have played a role in motivating the global HIV/AIDS response. However, evidence on the impacts of HIV/AIDS on economic growth or poverty is weak, and the magnitude and relevance of such economic effects appears trivial compared to the consequences for life and health. Because of the success in extending access to treatment globally, HIV/AIDS has effectively transitioned into a chronic disease. This means that HIV/AIDS absorbs not only a substantial chunk of current global and national financial resources, but that these spending needs are projected to persist over decades. The costs of the HIV/AIDS response thus resemble a long-term financial liability, shaped by past and current policies. Relatedly, the calculus of cost-effectiveness of HIV/AIDS interventions has changed. People who become infected with HIV can now expect to not die because of AIDS; at the same time, each HIV infection results in medical needs and expenditures extending over decades. The book presents a framework for integrating these financial consequences and the transmission dynamics of HIV in the analysis of cost-effectiveness of HIV/AIDS interventions and in the design of HIV/AIDS programs.

Exploring the links between institutions, state--business alliances and economic development in the context of tumultuous market transitions since the 1980s, the book tackles the formation and sustainability of coordination-inducing institutions besides their mere existence, and points out the new modalities of coordination in the age of new developmentalism. Based on extensive original research in Turkey and Mexico embedded in a comparative historical analysis, the book shows how state--business alliances have been formed, collapsed and re-formed between the respective states and shifting business actors since the launching of market transitions. It demonstrates how both the state and business actors, and their cohesiveness vs. fragmentation, play crucial roles in the making and sustainability of the institutions, which are central to state--business alliances. It explores the emergence of new actors, the diversification of the organizational landscape, and the evolution of the ways in which the states interact with businesses throughout major economic and political transformations that helped transform the respective states and their interactions with the non-state actors. It draws on the meandering developmental trajectories of Turkey and Mexico from the 1970s to the present and goes on to draw some lessons for institution-building and market reforms in selected countries in North Africa.

Book excerpt: In 2000, the leaders of member states of the United Nations adopted the Millennium Declaration, which set out a series of clear commitments, goals and targets to achieve Human Development. These ambitious goals were subsequently refined into eight Millennium Development Goals (MDGs), designed to provide a framework for accountability, donor coordination and resource mobilization. The MDGs are: Eradicate extreme poverty and hunger; achieve universal primary education; promote gender equality and empower women; reduce child mortality; improve maternal health; combat HIV/AIDS, malaria and other diseases; ensure environmental sustainability; and develop a global partnership for development. The first seven of these Goals are concerned with outcomes, identifying the progress towards certain standards of human well-being and decent living which should be achieved globally and nationally by 2015. The eighth Goal is concerned with relationships, identifying various aspects of a “global partnership for development” which must be forged to support the realization of these poverty reduction, human development and environmental sustainability standards. The MDGs provide opportunities to start working from real-life development problems. Addressing these problems requires multidisciplinary approaches that combine the natural sciences, the life sciences and technical approaches with social-science approaches. The challenge is to integrate social, economic, political and institutional concerns into research strategy. To be able to achieve this, there is a need to establish a linking pin between research, policy and practice in Nigeria. The aim of such a linking pin would be to synthesize research outcomes on specific MDGrelated topics and to translate these into implications for policy – and decision – making through easily accessible gathering where individual stakeholders can air their views.
