For Africa to recover, communities must reconstruct, private sectors must revitalize, and states must transform themselves. Thus, unless communities rebuild and strengthen their livelihoods, neither reconstruction nor growth can be poverty-reducing. But communities cannot prosper unless private investment recreates markets and generates more employment. And neither communities nor entrepreneurs can realise their potential without a development state-one that is democratically accountable and dedicated to poverty-reducing development. The international community can do much to assist-through more aid, debt relief, and peacekeeping-but ultimately the future lies in the hands of Africans themselves.

Revised official consensus holds that, in Africa as elsewhere, political reform must accompany economic adjustment. According to this view, African recovery requires a reduction in the size and economic role of monopolistic and inefficient states, and their transformation into accountable liberal democracies. Is this a desirable and practicable political programme? Certainly, all over Africa the number of liberal democracies is growing. But can they survive and are they compatible with renewed economic growth? Richard Sandbrook answers these questions, and assesses the feasibility of the new political programme in reinforcing Africa's economic recovery. He argues that the programme has merit in the short term, but, in the longer term, a more self-reliant, state-directed approach should be adopted to ensure prosperity and durable democracy in the region.

Book excerpt: Do the ways in which Africa became independent from colonial rules have persistent adverse effects on subsequent economic development? To examine this question, I construct a panel data set with two categories of countries: one that became independent through the Wars of Liberation against its former European colonizers, and the other which did so through peaceful agreement. I use the Synthetic Control Method to jointly estimate the income gap between the two groups before and after independence. Relative to their counterparts without conflict, I find that annual per capita income for the conflict group that gained independence through wars (Angola, Guinea-Bissau, Kenya, Mozambique, and Zimbabwe) would have been 7% higher, had it achieved peaceful independence. This income gap increased to 10% as these countries transitioned closer towards independence. The gap remained constant at 10% for about a decade after independence. However, the gap narrowed over time, then dissipated after 15 years as both groups' per capita incomes converge to a similar growth pattern. That is, the results suggest that independence via conflict has no persistent effect on today's economic performance.

Book excerpt: The authors assert that sovereignty can no longer be seen as a protection against interference, but as a charge of responsibility where the state is accountable to both domestic and external constituencies. In internal conflicts in Africa, sovereign states have often failed to take responsibility for their own citizens' welfare and for the humanitarian consequences of conflict, leaving the victims with no assistance. This book shows how that responsibility can be exercised by states over their own population, and by other states in assistance to their fellow sovereigns. Sovereignty as Responsibility presents a framework that should guide both national governments and the international community in discharging their respective responsibilities. Broad principles are developed by examining identity as a potential source of conflict, governance as a matter of managing conflict, and economics as a policy field for deterring conflict. Considering conflict management, political stability, economic development, and social welfare as functions of governance, the authors develop strategies, guidelines, and roles for its responsible exercise. Some African governments, such as South Africa in the 1990s and Ghana since 1980, have demonstrated impressive gains against these standards, while others, such as Rwanda, Somalia, Liberia, Nigeria, and Sudan, have failed. Opportunities for making sovereignty more responsible and improving the management of conflicts are examined at the regional and international levels. The lessons from the mixed successes of regional conflict management actions, such as the West African intervention in Liberia, the East African mediation in Sudan, and international efforts to urge talks to end the conflict in Angola, indicate friends and neighbors outside the state in conflict have important roles to play in increasing sovereign responsibility. However, reform and reconstruction cannot be kept separate if conflict is to be halted and poverty reduced.The book is one of the first to undertake a thorough examination of the economic dimensions of recovery from war. It places particular emphasis on designing a recovery in which the poor participate, so that the benefits of reconstruction from war do not just flow to a narrow élite. In highlighting the tensions and opportunities that exist in achieving recovery from war, it contributes not only to the debate on economic policy making in Africa, but also to the design of better reconstruction and reform programmes.

While the intensity of conflicts in recent years is lower than that observed in the 1990s, the region remains prone to conflicts, with around 30 percent of the countries affected in 2019. In addition to immeasurable human suffering, conflicts impose large economic costs. On average, annual growth in countries in intense conflicts is about 2.5 percentage points lower, and the cumulative impact on per capita GDP increases over time. Furthermore, conflicts pose significant strains on countries’ public finances, lowering revenue, raising military spending, and shifting resources away from development and social spending.
