Book excerpt: This book investigates US foreign policy and tests the hypothesis that transition-inspired democracy promotion will successfully establish liberal democracy around the world, and thus fulfil the aims of the American mission and its application of the democratic peace. It features two detailed case studies exploring political liberalization in Bosnia and Afghanistan, and suggests that the conclusions are applicable to other cases by highlighting the US mission in Iraq. The author critically examines US foreign policy in a theoretical and historical context, focusing on the United States Agency for International Development’s (USAID) democracy assistance. It demonstrates that if liberal democracy is the end-goal of USAID’s strategy then the theoretical and practical limitations of transition-inspired assistance will impede the attainment of this goal. In examining US democracy promotion in Bosnia, Afghanistan and Iraq during the Clinton and Bush administrations, the book concludes by considering its future during the Obama administration. This book will be of interest to students and scholars of International Relations, US Foreign Policy and Democratization Studies. Book excerpt: This report examines how the U.S. government -- primarily the Departments of Defense (DOD), State, Treasury, and Justice (DOJ), and the U.S. Agency for International Development (USAID) -- understood the risks of corruption in Afghanistan, how the U.S. response to corruption evolved, and the effectiveness of that response. The report identifies lessons to inform U.S. policies and actions at the onset of and throughout a contingency operation and makes recommendations for both legislative and executive branch action. This analysis reveals that corruption substantially undermined the U.S. mission in Afghanistan from the very beginning of Operation Enduring Freedom. It concludes that failure to effectively address the problem means that U.S. reconstruction programs, at best, will continue to be subverted by systemic corruption and, at worst, will fail. In particular, it focuses on the role of international actors and their interaction with local stakeholders, highlighting some provisional results, together with problems and dilemmas encountered in the reform activities. Since the mid-1990s, justice system reform has become increasingly important in state-building operations, particularly with regard to the international administrations of Bosnia, Kosovo, East Slavonia and East Timor. Statebuilding and Justice Reform examines in depth the reform of justice in Afghanistan, evaluating whether the success of reform may be linked to any specific feature or approach. In doing so, it stresses the need for development programmes in the field of justice to be implemented through a multilateral approach, involving domestic authorities and other relevant stakeholders. Success is therefore linked to limiting the political interests of donors; establishing functioning pooled financing mechanisms; restricting the use of bilateral projects; improving the efficacy of technical and financial aid; and concentrating the attention on the ‘demand for justice’ at local level rather than on the traditional supply of financial and technical assistance. This book will be of much interest to students of Afghanistan, intervention and statebuilding, peacekeeping, and post-conflict reconstruction, as well as International Relations in general. Matteo Tondini is a researcher and a legal advisor. He has served as a project advisor to the Embassy of Italy in Kabul, Development Cooperation Unit, working within the ‘Afghanistan Justice Program’ and has a Phd in Political Systems and Institutional Change, from the Institute of Advanced Studies, Lucca, Italy.

Dominant explanations have ignored the bureaucratic divisions and personality conflicts inside the US state. This book rectifies this weakness in commentary on Afghanistan by exploring the significant role of these divisions in the US’s difficulties in the country that meant the battle was virtually lost before it even began. The main objective of the book is to deepen readers understanding of the impact of bureaucratic politics on nation-building in Afghanistan, focusing primarily on the Bush Administration. It rejects the ’rational actor’ model, according to which the US functions as a coherent, monolithic agent. Instead, internal divisions within the foreign policy bureaucracy are explored, to build up a picture of the internal tensions and contradictions that bedevilled US nation-building efforts.
