Available in PDF, EPUB and Kindle. Book excerpt: In 1998, the Chinese government abandoned the danwei ("work-unit") housing allocation system and fully privatized the housing market. Since then, the residential price has never stopped increasing despite the past financial crisis worldwide. In April 2011, statistics show that the average sales price of new residential apartments in 10 major metropolitan cities of China has reached RMB 15,802 per square meter (approximately USD 226 per square feet). In Shanghai, the price is about RMB 26,356 per square meter (above USD 376 per square feet), much higher than that in many big cities in developed countries. More and more Chinese urban dwellers, especially those who earn low salaries and live in metropolitan areas such as Shanghai are challenged by escalating housing prices. Each year the central government introduced several housing policies in order to solve the nationwide housing affordability problem. Recently, Chinese Premier announced that China aims to build 36 million affordable housing units by 2015. Despite severe housing affordability problems in Shanghai, the municipality has been lagging behind many other cities or provinces in terms of affordable housing programs. Last year, the municipal government finally started to experiment with affordable housing programs in selected districts. This thesis serves as a starting point to discuss the effectiveness of affordable housing programs in Shanghai by using five major criteria, -- provide and expand the supply of good-quality housing units; -- make housing more affordable and readily available; -- promote economic diversity in residential neighborhood; -- help households build wealth; and -- promote balanced metropolitan growth. According to the preliminary observation and assessment, the newly released affordable housing programs in Shanghai has been effective by incorporating both supply and demand approaches and successfully targeting at extremely low income group. Despite the achievements, there is still some room for further improvement. Hopefully, by introducing more varieties of housing programs such as inclusionary housing, the Shanghai Affordable Housing Programs will benefit more households in the coming years.

Book excerpt: This open access book investigates the link between income inequality and socio-economic residential segregation in 24 large urban regions in Africa, Asia, Australia, Europe, North America, and South America. It offers a unique global overview of segregation trends based on case studies by local author teams. The book shows important global trends in segregation, and proposes a Global Segregation Thesis. Rising inequalities lead to rising levels of socio-economic segregation almost everywhere in the world. Levels of inequality and segregation are higher in cities in lower income countries, but the growth in inequality and segregation is faster in cities in high-income countries. This is causing convergence of segregation trends. Professionalisation of the workforce is leading to changing residential patterns. High-income workers are moving to city centres or to attractive coastal areas and gated communities, while poverty is increasingly suburbanising. As a result, the urban geography of inequality changes faster and is more pronounced than changes in segregation levels. Rising levels of inequality and segregation pose huge challenges for the future social sustainability of cities, as cities are no longer places of opportunities for all.

Book excerpt: Housing is central to and extends beyond welfare. For ordinary households in developed countries and many developing countries, housing is arguably the single, biggest consumption good. For stressed families, obtaining affordable housing prevents homelessness as well as its attendant risks, and can be fundamental to elevating them out of poverty. For state actors involved in social housing development, however, it may be a tool to achieve goals other than welfare. This dissertation studies the state provision of social housing in contemporary urban China, asking two particular questions: what makes Chinese housing welfare possible, and what determines regional differences as exemplified by two city cases—Chongqing and Shanghai. While Chongqing relies heavily on state involvement and ownership, Shanghai supplements government intervention with a more market-oriented approach. They exhibit differences in scale, coverage, state involvement, and program design. Existing research has highlighted national policy formation and central government motivations without identifying the precise factors that lead to this sub-national variation. The theory proposed in this dissertation portrays Chinese local officials, under the parameters of a central-local interactive framework, providing social housing to meet targets set by the central government, to relate social housing programs with non-tax revenue generation, and to provide housing assistance as a means to attract desirable labor forces for the local economy. In turn, elite politics, bureaucratic interests, and administrative structure are important political factors, and local economic structure and labor market preferences are strong economic motivations. The most important determinant, however, is local government’s land control. State ownership of urban land makes social housing provision in China possible, and to a large extent limits the transferability of the Chinese model to other countries. Extrapolating from the Chinese experience, this dissertation further conceptualizes the housing welfare state, hoping to transcend current understanding of welfare state from a regime-type based typology to a goods-and-services based one. Though this dissertation studies social housing provision, its findings invite further discussion beyond the welfare literature to broader questions in political economy.

The fifth and sixth papers investigate the usefulness of surveys of household’s beliefs for understanding economic phenomena. “Expectations and Investment,” by Nicola Gennaioli, Yueran Ma, and Andrei Shleifer, demonstrates that a chief financial officer's expectations of a firm's future earnings growth is related to both the planned and actual future investment of that firm. “Declining Desire to Work and Downward Trends in Unemployment and Participation” by Regis Barnichon and Andrew Figura shows that an increasing number of prime-age Americans who are not in the labor force report no desire to work and that this decline accelerated during the second half of the 1990s.

Book excerpt: In the recent decade, China has been facing serious housing shortages and inequalities in the urban sector. Shanghai, the largest and the most congested city in the country, represents housing problems of China in its extreme. Based upon the situation of this city, the thesis demonstrates the working of China's urban housing policy: its achievements in eliminating urban slums at the early stage and its failure of providing adequate housing later on. The analysis of the housing problems is focused on the notion that housing should be a universally provided welfare commodity. A variety of negative effects resulted from this notion are broken down to illustrate: i) low priority and of investment and low production; ii) inequalities in distribution; iii) heavily subsidized rents; iv) difficulties in cost recovery; v) "stereotyped" new residential construct ion. In the light of the analysis, the thesis discusses the current experiment in housing policy reform. Although the direction of the reform toward commercialization seems appropriate, the actual remedial policy provides only a temporary relief of the housing shortage but complicates inequalities in the urban sector. The argument of the thesis is that practical reforms should challenge the investment pattern and the distribution structure which have together led the problems. A combination of market and non-market methods to channel state housing services and subsidies to different income is suggested as a more effective way. In addition, the reform of policy will inevitably have its impacts on architectural design. The aim of the thesis is to provide an overview of housing development in China. It shows that China shares with many industrializing countries a shortage of housing and housing inequality in the urban sector. Its housing problem, however, is brought about by a peculiar set of policy directives and institutional arrangements that differs entirely from many countries. The study provides a reference for future policy formulation in China.
