Book excerpt: This dissertation examines the United States military and diplomatic interventio n in Lebanon during the period August 1982 to February 1984. It seeks to determi ne why and how the combination of U.S. and allied efforts failed to achieve enun ciated U.S. foreign policy objectives. Equally important, the dissertation compa res significant aspects of the U.S. intervention in Lebanon with comparable aspe cts of both the Korean and Vietnam Wars to determine whether observable similari ties and differences suggest cause and effect relationships generalizable to the se and other attempts to apply military force for limited political ends. Eight variables help account for differences in strategy content, formulation, impleme ntation, and outcome in Korea, Vietnam, and Lebanon and are used to focus analys is of the Lebanon intervention. These are: (1) the coercive potential of militar y punishments and threats of punishment; (2) the proper specification of the man euver requirement; (3) the choice of intended outcome: compromise or subordinati on of will; (4) the specification of appropriate limits and constraints; (5) the internal consistency of the strategy; (6) mechanisms for the coordination of sy nergistic strategy requirements; (7) special capabilities for low intensity conf licts; and (8) incrementalism, and the potential for incoherent strategy reformu lation. The case study of America's military and diplomatic intervention in Leba non is arranged chronologically into chapters. An analysis of the aforementioned variables, as each relates to the unfolding story of the intervention, is offer ed at the end of each chapter. The variables are related to specific U.S. policy decisions affecting American and allied efforts in Lebanon and the Middle East, and to key events as they occurred more or less chronologically in Washington, Beirut, Damascus, Tel Aviv, and elsewhere. The reader is guided painstakingly th rough the body of evidence pertinent to policy formulation, and is exposed to th e policy evolutions through which key U.S. decision-makers endeavored unsuccessf ully to adjust to situational changes occurring in especially Washington and Bei rut. From the examination of these interrelationships emerges the body of eviden ce supporting and illustrating the predicted impact of each variable.

Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.
