Book excerpt: First published in 1969, Advising Ministers is a general account of the arrangements for ‘advising Ministers’, based on a case-study, enabling the reader to judge the effectiveness of an advisory body in a particular case, which itself gained much publicity and in which hopes were high that results would be achieved. Book Just Like Us The Politics of Ministerial Promotion in UK Government

Download or read book Just Like Us The Politics of Ministerial Promotion in UK Government written by Bill Jones and published by Taylor & Francis. This book was released on 2024-07-19 with total page 285 pages. Available in PDF, EPUB and Kindle. Book excerpt: Informed by interviews with key political figures and commentators, this entertaining and enlightening book exposes the influences, processes and motivations behind ministerial promotion in British government. It identifies and analyses the political sinews that have influenced the selection and upward progression of our rulers since the middle of the last century. Given that politics is fuelled by ambition, it provides commentary on how this often-criticised emotional drive can work positively in practice, motivating politicians to strive constantly for advancement in their quest for power and achievement. Drawing upon many biographies, it explains how politics is essentially about the strengths and frailties of the people who occupy positions of power. It illustrates that climbing up that greasy pole is dependent upon a number of key character traits of politicians: their strength of desire; their abilities/skills as communicators, managers and administrators; the ways in which fate throws up opportunities; and the raw courage of politicians in confronting these challenges. Ultimately, the book illuminates the abiding obsessions of that tiny but potent minority in democratic societies who dare to dream they can rule over us. This book will be of key interest to scholars, students and anyone interested in British political history, biography and the politics of executive government.

Book Britain s Modernised Civil Service

Download or read book Britain s Modernised Civil Service written by June Burnham and published by Bloomsbury Publishing. This book was released on 2008-02-18 with total page 288 pages. Available in PDF, EPUB and Kindle. Book excerpt: Britain's Modernised Civil Service provides detailed analysis of the structure and operation of the modern civil service along with an historically grounded account of its development. Key events, personalities and scandals help bring the account to life and illuminate and challenge the various theories of what the civil service is or should be. The authors take the evolutionary change of the civil service as a central theme and examine the impact of the major reforms of recent years on the historic Whitehall unitary model. They assess the impact of the New Public Management agenda of the Thatcher and Major years and the role of the Civil Service in the multi-governmental context of devolution and membership of the European Union. Further changes associated with New Labour such the increased role of think tanks, special advisers and the impact of the freedom of information act further sharpen the picture of today's civil service and lead to a rethinking of theories of its role. This readable book by two leading authorities provides an up-to-date account of Britain's Civil Service that will be essential reading for students of British politics, public policy and management. June Burnham is a researcher and consultant in the area of public services and public policy and formerly Senior Lecturer in European Government at Middlesex University. Robert Pyper is Professor of Government and Public Management, and Head of the Division of Public Policy at Glasgow Caledonian University. He is author of The British Civil Service for which this is a fully-revised replacement volume.

Book Crop Spraying and the Health of Residents and Bystanders

Download or read book Crop Spraying and the Health of Residents and Bystanders written by Great Britain. Royal Commission on Environmental Pollution and published by Nova Publishers. This book was released on 2007 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report addresses a complex and controversial issue: the human health risks associated with the use of agricultural pesticides. Some people are extremely concerned about their potential exposure to pesticides, arising because they occupy properties adjacent to farmland or because they have (or have had) access to such land, for example when using footpaths. The official position in the UK in response to these concerns has been that a robust approach to the assessment of human health risks associated with pesticide exposure already exists; and that there is no scientific case for taking additional measures, such as the introduction of no-spray buffer zones, to protect members of the public who may be in the vicinity of a sprayed area. But those who consider themselves to be adversely affected by pesticide spraying have not been reassured, and have continued to campaign for the adoption of more precautionary measures.

Book Changing Patterns of Government

Download or read book Changing Patterns of Government written by D. Marsh and published by Springer. This book was released on 2001-11-01 with total page 287 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the first comprehensive examination of the changing relations between ministers and civil servants since 1979. Based on an original account of power within central government and drawing on evidence compiled from over one hundred and fifty interviews, this book provides unprecedented insight into the world of Whitehall. As well as exploring the impact of eighteen years of Conservative government, the authors also examine the external pressures exerted by factors such as the European Union. They conclude by arguing that, despite recent claims about the end of the Whitehall model, many of the old features of the British system remain. Indeed, March, Richards and Smith demonstrate that departments continue to be key institutions in the policymaking process.

Book Ministry of Defence annual report and accounts 2006 07

Download or read book Ministry of Defence annual report and accounts 2006 07 written by Great Britain: Parliament: House of Commons: Defence Committee and published by The Stationery Office. This book was released on 2008-01-28 with total page 108 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report analyses the Annual Report and Accounts 2006-07 of the Ministry of Defence (MoD) (published as HC 697, session 2006-07, ISBN 9780102946369). The MoD's assessment of its expected achievements against its six Public Service Agreement (PSA) targets, which run until the end of March 2008, has deteriorated since the previous year's Annual Report and Accounts. At the end of 2007, the MoD did not expect to meet the target relating to generating forces and expects "only partly" to meet targets relating to recruitment and retention, and defence equipment procurement. The failure to meet the target for generating forces is a consequence of the continuing high levels of deployment of the Armed Forces. The Committee is concerned that the Armed Forces have been operating at or above the level of concurrent operations they are resourced and structured to deliver for seven of the last eight years, and for every year since 2002. Achieving manning balance in all three Service continues to be a challenge. Shortages remain within many specialist trades in all three Armed Services, but especially in the Army Medical Service. The report notes the failure to meet harmony guidelines in the Army and the Royal Air Force - another indicator of the pressure on the Armed Forces from the continuing high level of operations - and another target missed by all three services is for ethnic minority recruitment. The MoD continues to experience substantial forecast cost increases on equipment programmes, and the report notes delays in delivering equipment programmes to the planned in-service dates. The MoD faces difficult choices in the face of expected cuts in the defence programme and the management of a streamlining exercise to reduce civilian posts in the headquarters.
