Book excerpt: Key threat trends have identified shortfalls in Naval Surface Fire Support (NSFS), a mission area that is undergoing rapid evolution. The Navy's ability to effectively provide sea-based fire support to ground forces is profoundly challenged by mobile and reduced dwell time targets. Furthermore, longer range enemy weapon systems, which must be destroyed at greater ranges prior to their engagement of friendly forces, will make NSFS timeliness a difficult proposition. To overcome these threat trends, the United States is developing sophisticated weapons that promise increased lethality, greater ranges and improved responsiveness. However, the development of robust firing policies to ensure effective weapon utilization has lagged behind the hardware. Existing computer models and simulations have not addressed the question of NSFS gun/missile firing policy. This thesis develops the Naval Surface Fire Support Simulation (NSFSSim) model, a discrete-event simulation that serves as an analysis tool to determine favorable firing policies for future NSFS gun and missile systems in support of determining the appropriate NSFS weapons mix. NSFSSim models ships and their associated NSFS weapons in counterbattery and call fire missions against mobile, reduced dwell time targets. Exploratory analysis using NSFSSim yields useful insights, and the component-based architecture underlying the model provides significant flexibility for further analysis.

The U.S. Navy is pursuing the acquisition of surface fire support weapons with extended ranges which reach beyond traditional amphibious objectives. Therefore, doctrine may be required to address the integration of advanced naval surface fire support into ground commanders' operations. The concept is that the acquisition of naval surface fire support missile systems and substantial improvements in naval gun weapon systems will add significant capabilities to joint fire support which may require coordination and integration methods beyond those provided by current joint doctrine. Quantitative and qualitative analysis is accomplished to determine the relative impact of these naval surface fire support weapons systems and assess the relative need for modifications to current joint doctrine. It is suggested that current doctrine may not be sufficient. Further, there is a need for a joint fire support coordination or integration organization to ensure that improvements in surface fire support systems can be accomodated to ensure optimal application of combat power.

Book excerpt: Long gone are the days of the 16-inch guns of Iowa class battleships and the proficiency to match. From World War II through the early 1990s, the Iowa class battleships loomed off enemy shorelines with one goal in mind: effective and deadly fire support. Current Naval Surface Fire Support (NSFS) doctrine fails to meet the needs of the Marine Corps within the littoral battle space. Gun ranges are inadequate to support operations inland from the shoreline and present NSFS lacks the lethality to eliminate hardened enemy targets. Furthermore, current NSFS lacks the psychological effect and force projection that came hand-in-hand with the blazing offshore presence of an Iowa class battleship. The greatest deficiencies may lie in the poor gunnery skills, lack of training, and the overall mindset of the Navy's surface warfare officer (SWO) community as they pertain to the role of NSFS. The Navy must support the Marine Corps as it expands its strategic reach with concepts such as ship-to-objective maneuver (STOM) and operational maneuver from the sea (OMFTS). While the Marines transition from ship to shore, the Navy must recommission the single-mission Iowa class battleship to fill the present fire support gap and eliminate the mindset that exists within the SWO community that NSFS is irrelevant.

Book excerpt: Pursuant to a congressional request, GAO reviewed the Navy's upgrade of its surface ships' guns to determine whether the Navy has chosen the most cost-effective system for improving naval surface fire support (NSFS). GAO found that: (1) the Navy did not sufficiently analyze its needs before deciding on the upgrade of its 5-inch, 54-caliber guns and the development of a 5-inch precision-guided munition; (2) the Navy determined that the most cost-effective system to meet NSFS needs by fiscal year (FY) 2003 would be a 155-millimeter, 60-caliber gun with an advanced propellant and precision-guided munitions in combination with the Tomahawk Land Attack Missile; (3) although it initially proposed to develop the guns at a cost of about $360 million, the Navy has decided to limit the program to upgrading existing guns and developing precision-guided munitions to meet the reduced funding level; (4) the Navy estimates that research and development (R&D) costs for the 5-inch guns will be about $246 million; (5) the Navy R&D budget has a $86-million shortfall that will be corrected in FY 1997; (6) the Marine Corps has revised its minimum NSFS range requirement to reflect the Navy's restructured gun program; and (7) the Navy is conducting a supplemental analysis to evaluate near-term alternatives for NSFS, but it is unclear whether this analysis will support the Navy's decision to upgrade the 5-inch gun.

Book excerpt: This monograph determines whether the U.S. Army is sufficiently training, organizing, and equipping fire support elements to utilize naval surface fire support. Its scope is restricted to fire support elements in airborne, air assault and light infantry units. This study came as a result of the Marine Corps' decision to deactivate their ANGLICO units, which had habitually provided the expertise to Army forced and early entry units to utilize naval surface fire support. Without these units, the Army must rely on its organic fire supporters to request and control naval fires. To accomplish this, they must first be properly trained, organized, and equipped. This topic becomes increasingly important as the Army moves to a force projection structure. The Army has put enormous strain on its own helicopter lift as well as the Air Force's strategic lift assets. To preclude having to use these assets to initially transport artillery and ammunition to support early ground maneuver, the Army must prepare to use naval fire support when available. The Navy is currently developing a suite of systems to provide naval fire support to support Marine Corps Operational Maneuver from the Sea doctrine. The Army must plan now to utilize these systems in the future. The monograph studies the historical aspects of naval gunfire and the units that were created to request it. This leads into a study of training, organization, and equipment of both ANGLICO and Army fire support elements to determine critical variances between them that would limit the Army's ability to control naval surface fires. Major findings show that while the Army is organized properly to perform this mission if manned at 100 percent strength, current equipping and training of fire support elements is inadequate. Equipment shortfalls are being addressed in the near term by installation of SINCGARS on Navy ships.

Book excerpt: The Navy's near- and long-term development programs will fall short of Operational Maneuver from the Sea (OMFTS) and Ship-to-Objective Maneuver (STOM) requirements in three specific areas: (1) range for naval gunfire, (2) response time of long-range fire support mission, and (3) an inexpensive volume-fire long-range munition. The near-term program, a modification to the 5-inch/54 caliber gun mount, will enable the system to fire an extended range guided munition (ERGM) to 63NM. The long-term programs incorporate a 155mm gun system with ranges up to 100NM and a land-attack missile system for targets ranging from 100 to 200NM. OMFTS and STOM concepts project insertion ranges for the MV-22 out to 200NM. Implementation will require the capability to range enemy indirect fire systems beyond 200NM that can fire on the landing zones. Response time for call fires (the time from request to detonation on target) must be minimized. Extensive innovation in target processing is occurring leaving the time of flight for extended range munitions as the largest factor. Call fire response time should be maintained at 2-10 minutes. The time of flight to 63NM is eight minutes for the 5-inch ERGM under development. Without decreasing time of flight, adequate response time is unattainable for 63NM, and impossible for 200NM. Volume fires are required for harassing, suppressing, and area fire missions in support of forces ashore. The production cost of the 5-inch ERGM and land attack missile are anticipated to be $5,000 and $300,000, respectively. These prices are excessive for volume fire missions where the requirement is a steady rain of munitions on a target area, not precision guidance to a target. continued developments occurin range, response time, and a low-cost volume munition withincreased range. Without these improvements, Marinesoperating at the ranges anticipated in OMFTS and STOM will beunnecessarily exposed to enemy fires throughout all phases ofan amphibious operation.

To address this deficiency, the Navy has initiated a two-phased Naval Surface Fire Support program. We reviewed this research and development program, with the objectives of (1) determining the status of the Navy's near-term phase, consisting of a modified 5-inch gun, extended-range guided munition, and warfare control system, and (2) identifying issues surrounding the long-term phase, which is needed to address currently stated requirements. The purpose of this letter is to provide the results of our review. We are making no recommendations. Since 1992, when it retired the last of its battleships, the Navy's surface fire support capabilities have been limited to 5-inch/54 caliber guns and munitions that lack adequate range, accuracy, and lethality. Targeting and fire control are still done manually, and the Navy acknowledges that the communications links between fire support ships and their customers are inadequate. A growing threat from sea-skimming antiship missiles is forcing fire support ships to operate at ever increasing ranges from shore, further limiting the utility of existing guns.
