Book excerpt: This report presents the results of the Digital Collective Training Study, which identifies requirements for the Advanced Distributed Simulation Technology II (AD ST II) Program in support of evolving digital battle staff training needs These requirements are derived from a Digital Collective Training (DCT) approach, which leverages fielded and emerging digital systems to provide a modular, low cost, low risk DCT course of action. The intent of DCT is to allow parallel development of C41 systems, training and doctrine and distributed simulation systems that result in a flexible and tailorable training tool. An implementation plan for a Digital Battle staff Sustainment Trainer (DBST) driver based on a federation of CCTT SAF and OTB SAF is proposed for train up and execution of the Division Capstone Exercise (DCX) at Fort Hood, Texas. This implementation plan includes a blueprint, support environment, initial capability, and a simulation support concept which best support digital staff training for DCX. Critical DBST functionality required to support DCX includes 1) incorporation of a confederation of CCTT SAF and ModSAF/OneSAF Testbed as a ground maneuver driver in a Digital Battle staff Sustainment Trainer (DBST) for DCX train up from November 1999 through March 2001 and 2) use of a confederated CCTT SAF and ModSAF 5.0/OneSAF Testbed maneuver model as a Low Overhead Drive for a Staff COFt in the CCTTTOC facility during DCX in March 2001.

Book excerpt: This Final Report documents the findings of the Mini-Feasibility Analysis Study (FAS) that is currently being performed for the Advanced Distributed Technology Program 2 (ADST 2) ModSAF Life Cycle Support Delivery Order. This Delivery Order (DO) is being executed in two phases, an analysis phase and an execution phase. The first phase, Analysis, is the initial planning task to support the ModSAF program and transition from the ADST 1 program to the ADST 2 program. The purpose of the Analysis phase is to begin the planning, preparation, and assumption of duties and responsibilities currently performed by the ADST 1 contractor to the ADST 2 team. In addition, the ADST 2 team will provide support to STRICOM in the formulation of the ADST 2 ModSAF software development strategy and development of a comprehensive Life Cycle Support Plan that will provide the necessary plans, schedule, tasks, and resources to support the second phase, Execution. The second phase, Execution, will involve the actual performance of those tasks supporting the ModSAF program.

It provides: (1) Stimulation and crew training on the company's primary mission equipment: Command Ground Station (CGS); Unmanned Air Vehicles (UAV) Tactical Control System (TCS) and All Source Analyst System Remote Workstation (ASAS-RWS); (2) system of systems integration of this equipment for company operation; (3) Vertical integration of the company with the Division Analysis Control Element; (4) Horizontal integration with the Brigade s2 and Fire Support Officer.

The project specifically involved the incorporation of the new DoD High Level Architecture (HLA) into the AC- l3O (omega) simulator and testbed of the Battle Management Center (BMC) located at Hurlburt Field, FL. The project was sponsored by the U.S. Special Operations Command and administered by the U.S. Army Simulation, Training, and Instrumentation Command (STRICOM). The Special Operations Forces HLA project consists of a two phase effort. The first phase was completed and involved a requirements analysis, an initial implementation of a Runtime Infrastructure connectivity solution and design, and an execution of a preliminary HLA federation. In addition, the effort also involved the development of a preliminary Special Operations Forces Federation Object Model (FOM) . The second phase of this effort involves further work to develop this FOM, but also to continue to implement the HLA migration plan developed under phase one.

Book excerpt: The Czech Republic through its Military Academy in Brno, Czech Republic, is establishing an on site Simulation Center to train Commanders and Staffs. The first priority for the center is to train commanders and staffs to perform their tasks using simulations, especially for collective training with other NATO countries. Through discussions with STRICOM and engineers from the ADST II Program, the Czechs selected the Modular Semi-Automated Forces (ModSAF) and Janus simulation software as the starting point for their simulation capability. In addition, the Czechs initiated a Foreign Military Sale (FMS) case to acquire the software and technical assistance through a Government-to-Government transaction. The Czech military intends to use the center to train commanders, staffs, and units so that they can function in a NATO environment with understanding and confidence. They also expect the simulation center training will demonstrate that the tasks learned in the simulation environment actually work in the field. Building the overall simulation environment began with an analysis of the requirements leading to design of an open system simulation architecture for the Czech Military Academy (MA) . The Mounted Maneuver Battle Lab (MMBL), Fort Knox, KY sponsored the experiment. The experiment utilized a synthetic environment that employed virtual simulations to depict an Armor Platoon executing six basic platoon-level scenarios in realistic combat situations in various experimental configurations. The scenarios were executed on the Synthetic Theatre of War - Europe (STOW-E) terrain database using Movement to Contact vignettes. These scenarios were designed into a twenty-eight-trail matrix to induce the platoon leader to make tactical decisions, which affected battle outcomes.

Book excerpt: During the summer of 1997, the U.S. Army Simulation Training and Instrumentation Command (STRICOM) supported an analysis effort to study the potential architectural implications of the One Semi-Automated Forces (OneSAF) operational requirements. The OneSAF Operational Requirements Document (ORD), developed by the government's OneSAF Integrated Concept Team, defines OneSAF as a composable, next generation CGF that can represent a full range of operations, systems, and control processes from individual combatant and platform to battalion level, with a variable level of fidelity that supports all models and simulation (M&S) domains. The analysis effort concluded that an evolution approach using Modular Semi-Automated Forces (ModSAF) or the Close Combat Tactical Trainer Semi-Automated Forces (CCTT SAF) would not satisfy the variety of OneSAF uses nor would it be a maintainable or extensible solution. The analysis further concluded that a new OneSAF architecture should be developed that maximized the reuse of legacy SAF development experience, concepts, design, and code at every opportunity. However, to reduce the technical risks of the architecture development, research and a thorough domain analysis should be conducted prior to this development.

AE4 consisted of a series of experiments followed by a presentation at the Association of the United States Army (AUSA) convention in Washington D.C. 13-5 October, 1997. These were executed in an unclassified mode. The AE4 demonstrated a proof of concept for providing a seamless linkage between the simulations and the actual Command, Control, Communications, Computers, and Intelligence (C4I) systems that will be a part of Army XXI. The AE4 demonstrated two way C4I communications from division level down to the individual soldier level, and featured some advancement in automated capabilities. The primary schedule of events for support of the AE4 is provided in Appendix A of this document.

Lockheed Martin Information System's (LMIS) primary role in VISULT was management and technical support during the conduct of experiments at the Land Warrior Testbed (LWTB) at Ft. Benning, GA. ARI and STRICOM are documenting the results of most of the specific work items carried out under VISULT. This report summarizes the overall VISULT program effort and points to documents detailing the results of specific tasks.
