These interactions can trigger intense bursts of star formation and feed supermassive black holes at the galaxies' centers, leading to the emission of powerful jets of radiation. Quantum Gravity - General relativity, developed by Albert Einstein, describes gravity as the curvature of spacetime caused by mass and energy. It works extremely well at large scales, such as in predicting planetary orbits and the behavior of black holes. On the other hand, quantum mechanics deals with the fundamental behavior of particles at the smallest scales, such as atoms and subatomic particles. It incorporates principles like wave-particle duality, quantization, and uncertainty.

In particular, there has been a dramatic expansion of ideas from particle theory and string theory that have vast impact on cosmology, especially our picture of the early universe and its evolution. Meanwhile, observations of neutrino oscillations and cosmic ray excesses, and limits on new physics from colliders and other particle experiments, as well as the resulting restrictions on theoretical and phenomenological modeling, are becoming ever stronger. During PASCOS99, it became clear that the long-awaited era of convergence of these fields is truly at hand.The proceedings of PASCOS 99 reflect the accelerating overlap and convergence of the fields of elementary particles physics, string theory and cosmology/astrophysics. Plenary reviews by leading figures in these fields provide perspectives on these interrelationships and up-to-the-minute summaries of recent progress in the various areas. Parallel talk summaries focus on many of the topics within each field of greatest current interest and activity. Both the plenary and parallel writeups are designed to be descriptive in nature and avoid being overly technical. Book excerpt: The Committee on Astronomy and Astrophysics (CAA), at its meeting on September 8, 1997, was briefed on the legislative report accompanying the bill to authorize appropriations for fiscal years 1998 and 1999 for the National Science Foundation (NSF). The report raised a number of questions about trends in support for research in astronomy and the overall robustness of the programs providing that support. At its meeting, the CAA heard the views of NSF and the National Aeronautics and Space Administration (NASA) on these issues. In consultation with the Board on Physics and Astronomy, the Space Studies Board, and representatives of NASA and NSF, the committee accepted the task of studying three of the questions raised by the House Science Committee (HSC). It was intended that the results of the study would help guide federal support of basic research for the next decade and serve as analytical input to the new 2000 decadal survey of the Astronomy and Astrophysics Survey Committee (AASC). The study would not offer specific funding recommendations, but rather would provide a background analysis of the alignment between available resources, agency priorities, and the vitality of the basic research program.
