Book excerpt: A high level of literacy in both print and digital media is required for negotiating most aspects of 21st-century life, including supporting a family, education, health, civic participation, and competitiveness in the global economy. Yet, more than 90 million U.S. adults lack adequate literacy. Furthermore, only 38 percent of U.S. 12th graders are at or above proficient in reading. Improving Adult Literacy Instruction synthesizes the research on literacy and learning to improve literacy instruction in the United States and to recommend a more systemic approach to research, practice, and policy. The book focuses on individuals ages 16 and older who are not in K-12 education. It identifies factors that affect literacy development in adolescence and adulthood in general, and examines their implications for strengthening literacy instruction for this population. It also discusses technologies for learning that can assist with multiple aspects of teaching, assessment,and accommodations for learning. There is inadequate knowledge about effective instructional practices and a need for better assessment and ongoing monitoring of adult students' proficiencies, weaknesses, instructional environments, and progress, which might guide instructional planning. Improving Adult Literacy Instruction recommends a program of research and innovation to validate, identify the boundaries of, and extend current knowledge to improve instruction for adults and adolescents outside school. The book is a valuable resource for curriculum developers, federal agencies such as the Department of Education, administrators, educators, and funding agencies.

Chapters 4 and 5 describe the existing system of literacy education and the federal role in it. Promising roles for technology in improving literacy education are outlined in Chapter 6. Chapter 7 deals with access/barriers to technology use in existing literacy programs, and Chapter 8 assesses the future role of technology in literacy education. Book excerpt: The National Adult Literacy Survey profiled the literacy of U.S. adults based on their performance on tasks reflecting materials and demands of daily life. Data were gathered through interviews with a random sample of 13,600 people over 16, a survey of 1,000 adults in each of 12 states, and interviews with 1,100 prison inmates, making a total of 26,000 adults surveyed. Participants completed a series of literacy tasks and received proficiency scores on three scales measuring prose, document, and quantitative literacy. They were categorized in five levels. Major findings were as follows: (1) 40-44 million adults were at the lowest level, of whom 25% were immigrants, 62% did not complete high school, and 19% had visual difficulties; (2) 50 million at level 2 had difficulty with higher reading and problem-solving skills; (3) most at levels 1-2 rated their reading/writing as well or very well--they could meet most needs with limited skills; (4) 61 million were at level 3, 34-40 million at levels 4-5; (5) young adults were less proficient than those surveyed in 1985; (6) older adults were more likely to have limited skills; (7) many minorities and prison inmates were more likely to be at levels 1-2, due to fewer years of schooling or limited English proficiency; (8) higher levels correlated with being employed, working more weeks, and having higher wages; and (9) 41-44% of level 1 and 4-8% of levels 4-5 were in poverty. Yet, according to a recent survey estimate, more than 90 million adults in the United States lack the literacy skills needed for fully productive and secure lives. At the request of the U.S. Department of Education, the National Research Council convened a committee of experts from many disciplines to synthesize research on literacy and learning in order to improve instruction for those served in adult education in the U.S. The committee's report, Improving Adult Literacy Instruction: Options for Practice and Research, recommends a program of research and innovation to gain a better understanding of adult literacy learners, improve instruction, and create the supports adults need for learning and achievement. Improving Adult Literacy Instruction: Supporting Learning and Motivation, which is based on the report, describes principles of effective instruction to guide those who design and administer adult literacy programs and courses. It also explores ways to motivate learners to persist in their studies, which is crucial given the thousands of hours of study and practice required to become proficient.The booklet concludes with a look at technologies that show promise for supporting individual learners and freeing busy adults from having to be in a particular place in order to practice their literacy skills. Although this booklet is not intended as a "how to" manual for instructors, teachers may also find the information presented here to be helpful as they plan and deliver instruction.

Freirean was the name for Brazilian educator Paulo Freire, the approach is also referred to as the problem-posing approach (Auerbach & Wallerstein, 1987;Wallerstein, 1983), the psycho-social approach (Hope, Timmel, & Hodzi, 1984; Fargo, 1981), the learner-centered approach (Anorve, 1989), the liberatory approach (Shor & Freire, 1987; Facundo, 1984), and the participatory approach (Jurmo, 1987). It has been used in the developing world in successful native and second language literacy projects sponsored by governments and international voluntary organizations in both rural and urban settings. In the United States, many community-based organizations have used the approach in their nonformal educational programs for developing basic literacy in English, native languages other than English, and English as a second language. Because the Freirean approach goes by a number of different names and Freire's ideas have had such an impact on adult education internationally, there are many literacy educators in the United States who have incorporated elements of the approach into their teaching without realizing that they have been influenced by Paulo Freire. In Freirean terms, culture "includes how people labor, create, and make life choices" (Wallerstein, 1983, p. 5). Culture is not a static set of customs, religious beliefs, social attitudes, forms of address and attire, and foods; rather, it is a dynamic process of transformation and change laden with conflicts to resolve and choices to be made both individually and as a community. Jurmo (1987) categorizes Freire as an exponent of "literacy for social change" because Freire argues that unjust social conditions are the cause of illiteracy and that the purpose of adult basic education is to enable learners to participate actively in liberating themselves from the conditions that oppress them. This liberatory aspect of Freire's philosophy is important for program management as well as for learning. Many programs following the Freirean approach have adopted management structures that give students significant control over the direction of present and future educational activities (Jurmo, 1987; Collins, Balmuth, & Jean, 1989).
