In a novel approach, this book examines the impact of anti-base movements and the important role bilateral alliance relationships play in shaping movement outcomes. The author explains not only when and how anti-base movements matter, but also how host governments balance between domestic and international pressure on base-related issues. Drawing on interviews with activists, politicians, policy makers and U.S. base officials in the Philippines, Japan (Okinawa), Ecuador, Italy and South Korea, the author finds that the security and foreign policy ideas held by host government elites act as a political opportunity or barrier for anti-base movements, influencing their ability to challenge overseas U.S. basing policies.

Coupled with the ongoing terrorism and insurgency challenges from both radical religious extremists and also ethno-nationalist insurgencies, it is clear that some parts of Asia remain mired in armed rebellion despite decades of nation-building. While the situation in Afghanistan and Pakistan has obviously deteriorated, there is also a growing terrorist challenge, on top of armed insurgencies, in other parts of Asia. A common theme in armed rebellions in the region has been the lack of legitimacy of the state and the presence of fundamental causes stemming from political, economic or social grievances. Addressing rebellion in the region thus requires a comprehensive approach involving transnational co-operation, addressing fundamental grievances, and also the use of more innovative approaches, such as religious rehabilitation and reconciliation programmes.

Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.

Strategic culture sometimes challenges and always enriches prevailing neo-realist presumptions about the region. It provides a bridge between material and ideational explanations of state behavior and helps capture the tension between neoclassical realist and constructivist approaches. The South China Sea territorial disputes are quickly becoming the most significant security problem in East and Southeast Asia. Two major powers, China and Japan, have interests in the region and are pursuing different strategies that can significantly impact the outcome of the disputes. Utilizing Securitization Theory, this study evaluates the Sino-Japanese strategic competition through political narratives that galvanize the military and economic policies that are transforming the region. It highlights how these narratives, so closely bounded to the political legitimacy of current governments and supported by provocative policies, have resulted in a co-constitutive pattern of enmity and securitization, thus making it increasingly difficult to resolve the disputes.

Although there are no longer house American forces, the Mutual Defense Treaty remains in effect. Malaysia has taken a approach to its national security by employing a more neutral orientation by not antagonizing China. Singapore has been more proactive in developing its security ties with the U.S. It has taken specific steps in the effort to keep the U.S. engaged in the region. The first section outlines the nature of the U.S. military presence in East Asia from the Cold War to post-Cold War periods. The second identifies some real and potential security threats in the region from the American perspective. The final section reports the results of a series of more than 50 interviews conducted in Washington and in each of the three countries, Philippines, Malaysia, and Singapore, based on the following questions of vital national security objectives and threats.

Transitional polycentrism is intrinsically awkward as a description of the security of states and their populations; it implies the loosening of state control and the emergence of newly asserted authority by mixed constellations of intergovernmental organizations and non-state actors. It implies a competition of agendas: threats to the integrity of borders and human security threats such as natural disasters, airliner crashes, and displacement by man-made pollution and food scarcity. Conversely, polycentrism could also imply a return to a more neo-realist oriented international order where great powers ignore ASEAN and steer regional order according to their perceived interests and relative military superiority. This book embraces these contradictory trends as a foundation of analysis and accepts that disorder can also be re-described from the perspective of studied detachment as polycentric order.
