CSS is a comprehensive process that brings stakeholders together in a positive, proactive environment to develop projects that not only meet transportation needs, but also improve or enhance the community. Achieving a flexible, context-sensitive design solution requires designers to fully understand the reasons behind the processes, design values, and design procedures that are used. This AASHTO Guide shows highway designers how to think flexibly, how to recognize the many choices and options they have, and how to arrive at the best solution for the particular situation or context. It also strives to emphasize that flexible design does not necessarily entail a fundamentally new design process, but that it can be integrated into the existing transportation culture. This publication represents a major step toward institutionalizing CSS into state transportation departments and other agencies charged with transportation project development.

Available in PDF, EPUB and Kindle. Book excerpt: This project was undertaken to compare operational and safety characteristics of leading versus lagging protected left turn operation. The measures of effectiveness included field measured intersection delay with leading and with lagging left turns. Intersections in Pima County, Glendale, Tempe and Mesa, Arizona were studied with both leading and lagging operation. Intersection delay studies were also done with first car versus third car actuation of leading protected left turn phases. Signal progression was studied with leading, lagging and combination of leading and lagging left turns which provided the best progression. This evaluation was accomplished with an instrumented vehicle and travel time runs throughout a grid. Accident studies were conducted in Tucson, Pima County and Scottsdale, Arizona. These studies compared accident frequency before and after the conversion from leading to lagging left turns. A public opinion survey was conducted to obtain motorists' preference of leading or lagging left turns.

Book excerpt: The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.
