Book excerpt: La riziculture avec maîtrise totale de l'eau (MTE) est capitale pour améliorer la productivité agricole. Cet article évalue l'impact de l'adoption de la MTE par les riziculteurs en Côte d'Ivoire sur la production de riz. Nos données sont collectées auprès d'un échantillon aléatoire de 329 ménages agricoles dans les départements de M'Bahiakro et Bongouanou. La méthode de Local Average Response Function (LARF) a été utilisée pour estimer l'effet moyen local du traitement (LATE). Les résultats indiquent un impact positif et significatif au seuil de 1% sur la production. Le gain moyen est de 2 153 Kg. Aussi, la superficie, la nationalité, la formation générale et pépinière sont les principaux facteurs qui influencent l'adoption de la MTE. Cela montre qu'il faut poursuivre les investissements dans les technologies agricoles. Il faut tant accroître les initiatives d'assistance technique et d'aménagement de superficies pour les agriculteurs. Enfin, il faut garantir un soutien institutionnel à la vulgarisation de la MTE auprès de ceux-ci. Toutefois, la théorie du changement est indispensable dans l'implémentation de telles politiques.

Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary. The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.

Des centres de recherche ont conçu de nouvelles technologies adaptées aux conditions écologiques de l'Afrique et destinées à améliorer la productivité, le volume et la rentabilité de la production agricole. Le " Nouveau riz pour l'Afrique ", une variété riche en protéines et plus résistante aux conditions climatiques austères de la sous-région ouest-africaine et aux parasites, en est un exemple palpable. Paradoxalement, ces innovations performantes sont rarement adoptées dans cette sous-région alors que les impacts négatifs des changements climatiques sur la production agricole, comme les sécheresses et les inondations, s'intensifient. La forte croissance démographique et l'exode rural de plus en plus accentué amplifient continuellement l'accroissement des besoins de produits alimentaires, notamment en milieu urbain. La production obtenue par les systèmes de culture actuellement pratiqués, à savoir l'agriculture extensive, demeurant insuffisante et les pouvoirs d'achat des populations restant trop faibles, ces besoins de denrées alimentaires ne peuvent être satisfaits. Pour réduire substantiellement l'insécurité alimentaire qui en résulte, l'accélération de la diffusion et de l'adoption des innovations technologiques performantes s'impose. Dans cet ouvrage, les auteurs se penchent sur les innovations actuellement observées sur le terrain et leur impact sur la productivité agricole afin de contribuer au développement de politiques et stratégies d'adoption de celles qui s'avèrent performantes.

The conference, facilitated by CIALCA, aimed to (i) take stock of the state-of the art in agricultural intensification in the highlands of SSA and (ii) chart the way forward for agricultural research for development in the humid highlands of SSA, and more specifically in the recently launched Humidtropics Consortium Research Programme, through keynote, oral and poster presentations, and strategic panel discussions.

Book excerpt: Precision agriculture (PA) and its suite of information technologies-such as soil and yield mapping using a global positioning system (GPS), GPS tractor guidance systems, and variable-rate input application-allow farm operators to fine-tune their production practices. Access to detailed, within-field information can decrease input costs and increase yields. USDA's Agricultural Resource Management Survey shows that these PA technologies were used on roughly 30 to 50 percent of U.S. corn and soybean acres in 2010-12. Previous studies suggest that use of PA is associated with higher profits under certain conditions, but aggregate estimates of these gains have not been available. In this report, a treatment-effects model is developed to estimate factors associated with PA technology adoption rates and the impacts of adoption on profits. Labor and machinery used in production and certain farm characteristics, like farm size, are associated with adoption as well as with two profit measures, net returns and operating profits. The impact of these PA technologies on profits for U.S. corn producers is positive, but small.
