Part 2 considers meeting the challenges of preparing these adolescents for life after foster care from the perspective of policy and program. Emphasis is placed on the importance of involving biological parents as resources for adolescents and the resources that black foster parents offer to teenagers in their care. Part 3 focuses on practice methods and strategies in work with adolescents and their foster parents. Book excerpt: Each year tens of thousands of teenagers are released from the foster care system in the United States without high school degrees, homes, or strong family relationships. Two to four years after discharge, half of these young people still do not have either a high school diploma or equivalency degree, and fewer than ten percent enter college. Nearly a third end up on public assistance within fifteen months, and eventually more than a third will be arrested or convicted of a crime. In this richly detailed and often surprising exploration of the foster care system, Betsy Krebs and Paul Pitcoff argue that the existing foster care system sets teens up to fail by inadequately preparing them for adult life. They contend that the primary goal of foster care for teenagers should be preparation for a fully productive adult life, and that current policies and practice are misguided. The authors draw on their fifteen years of experience working with teens and the foster care system to introduce new ways to empower teens to be responsible for themselves and to identify and develop their potential. They also explore what sorts of resources-legal, financial, and human-will need to come from inside and outside the system to ensure that more teens reach successful independence. Ultimately, Krebs and Pitcoff argue that change must include the participation of caring communities of volunteers who want to see disadvantaged youth succeed, as well as the use of creative approaches such as the Socratic Method to help teens to take control of their lives. Book excerpt: The purpose of this study was to survey adolescents (age 12-18 years) who had been in foster family care six months or more to determine what attitudes or values within a foster home and what attitudes or perceptions held by the adolescents in care had assisted the adolescents to adapt successfully to foster care. A successful foster care experience was defined as one that did not disrupt the adolescent's developmental process. Four criteria were used in determining success: regular school attendance, maintenance of peer relationships, no arrests, no habitual substance abuse. the research design was an exploratory survey. There were ninety adolescents in foster family care. of this group, 42 consented to be interviewed. Three data gathering questionnaires were used--A chart/record review was done to provide a demographic profile of the successful and unsuccessful group. A foster parent questionnaire asked how the foster parents felt the adolescents were adjusting. the major questionnaire was used in interviewing the adolescents. This questionnaire was based on previous works done by Malcolm Bush, who assessed foster children's satisfaction of their care, and Rudolf Moos' attitude scales which have been used to survey human adaptation in other treatment environments. the three attitude scales that showed the greatest difference between the successful and unsuccessful adolescents were Recreation, Independence/Autonomy, and Support. Essentially, this meant that successful adolescents responded to structured environments where family activities were planned and occurred with regularity. They trusted and consulted with their foster parents about decisions and felt that their foster parents went out of their way to help them. Another interesting finding indicates that unsuccessful adolescents tended to blame themselves for being placed in foster care, while successful adolescents tended to blame others (parents, agency or situation). A final pattern that requires further research revealed that successful adolescents had their primary attachment to their foster families while unsuccessful adolescents maintained their primary attachment to their biological families.

Each year, of the hundreds of thousands of youth in foster care, over 43,000 live in institutional placements. These placements disproportionately impact Black youth, other youth of color, older youth, and pregnant and parenting teens. Due to calls to reckon with longstanding institutionalized racism, the spread of COVID-19 through institutions, concern over the use of forceful restraints, emerging research on trauma, and the recent death of 16 year-old Cornelius Fredericks in a Michigan group home, there is a growing body of research and a movement calling for the reduction or elimination of institutional placements in foster care. Missing from this conversation was a deep, nuanced understanding of the experiences and mental models of young people who have recently lived in these places. This study exists to fill that gap.

Unlike other runaways, youth who run away from foster care are generally not trying to escape from abuse or neglect, although they may experience conflict with caregivers. Having been separated from their families and friends, youth who run away from foster care are sometimes seen as running to something rather than running away. While away from their placement, youth may have need of shelter, medical care, counseling, and other services. This report is based on interviews with a sample of youth who ran away from foster care placements in Chicago and L.A. The information they provide help us to understand better why they run away and what can be done to prevent youth from running away from foster care. We also learn where these youth go when they run away. This is a print on demand report.
