Available in PDF, EPUB and Kindle. Book excerpt: During 1972-73 the monthly journal of the Soviet Navy published a series of 11 articles by its Commander-in-Chief, Fleet Admiral S.G. Gorshkov. Western analysts are unable agree either on the content of the articles or on the question of whether Gorshkov was lobbying or speaking authoritatively. The author takes the position that Gorshkov is probably speaking authoritatively, and that this work represents, what the Soviets refer to as a 'concrete expression of doctrine, ' i.e., a work rationalizing particular tenets of military doctrine that apply to the Navy. He believes the content of the Gorshkov series reflects a Soviet political decision to withhold a substantial portion of their submarine-launched ballistic missiles from the initial strikes in order to carry out deterrence in war, conduct intra-war bargaining and influence the peace talks at the end of the war. This is essentially what the Russians call a military-political task in the national defense system.

He had a unique background of revolution, civil war, world wars, and the forceful implementation of an all-controlling communist dictatorship. Out of this background of violence and overwhelming transformation came a man with a vivid appreciation of the role and value of navies, but with his own unique ideas about the kind of navy that the Soviet Union required and the role that navy should play in Soviet military and national strategy. Western naval observers have persisted in attempting to define Admiral Gorshkov in Western naval terms. Many of these observers have been baffled when they found that the man and his actions simply did not fit conventional narratives. This book lays out the tradition, background, experiences, and thinking of the man as they relate to the development of the Soviet Navy that Gorshkov commanded for almost three decades and that was able to directly challenge the maritime dominance of the United States—a traditional sea power. His influence persists to this day, as the Russian Navy that is at sea in the twenty-first century is, to a significant degree, based on the fleet that Admiral Gorshkov built.

Was he elaborating a novel strategy of withholding SSBN? Alternatively, was the Gorshkov series a polemic for an expansion of the Soviet Navy along more traditional lines, with defense against Western naval strike forces as a principal mission? In this essay, I focus primarily on the second of these questions.

The debate among Western Analysts, now over three years old, is about a series of articles which he published, under the title of 'Navies in War and Peace, ' in his Navy's monthly journal, The Naval Digest, over the course of 1972-73. It was originally intended in this paper to present a summary of 'the state of the debate; dealing with the arguments of all the participants. This plan was changed by the publication, in February of this year, of a book by Gorshkov, entitled The Sea Power of the State. The theme is the same as the series, and much of the data is only repetition, but here and there a point that is only adumbrated in the series (e.g., command of the sea) is expanded into an entire section, and even when the book only supplements the series, it often firms up what could previously only be inferred. There are two questions that have been central to the debate from the very beginning: the question of the authoritativeness of the Gorshkov series--is he advocating or announcing--and the question of its content.
