While these texts may strike the modern reader as didactic, the Hittites, who categorized them together with state treaties, understood them as “contracts” or “obligations,” consisting of the king’s instructions to officials such as priests and temple personnel, mayors, military officers, border garrison commanders, and palace servants. They detail how and in what spirit the officials are to carry out their duties and what consequences they are to suffer for failure. Book excerpt: This book presents a reassessment of the governmental systems of the Late Babylonian period—specifically those of the Neo-Babylonian and early Persian empires—and provides evidence demonstrating that these are among the first to have developed an early form of administrative law. The present study revolves around a particular expression that, in its most common form, reads ḫīṭu ša šarri išaddad and can be translated as “he will be guilty (of an offense) against the king.” The authors analyze ninety-six documents, thirty-two of which have not been previously published, discussing each text in detail, including the syntax of this clause and its legal consequences, which involve the delegation of responsibility in an administrative context. Placing these documents in their historical and institutional contexts, and drawing from the theories of Max Weber and S. N. Eisenstadt, the authors aim to show that the administrative bureaucracy underlying these documents was a more complex, systematized, and rational system than has previously been recognized. Accompanied by extensive indexes, as well as transcriptions and translations of each text analyzed here, this book breaks new ground in the study of ancient legal systems.

Book excerpt: The French administrative language of the European Union is an emerging discourse: it is only fifty years old, and has its origins in the French administrative register of the middle of the twentieth century, but it is also a unique contact situation in which translation has always played a pivotal role. Using the methodology of corpus linguistics, and a specially compiled corpus of texts, covering a range of genres, this book describes the current discourse of EU French from the perspective of phraseology and collocational patterning, and in particular in comparison with its French national counterpart. Corpus methodology and an inclusive notion of phraseology, embracing typical formulae, locutions, and patterning around keywords, reveal subtleties and patterns which otherwise remain hidden, and point to a discourse of EU French whose novel context of production has led it to be phraseologically conservative, compared with the administrative French of France.

Book excerpt: The Sealand kingdom arose from the rebellion against Babylonian hegemony in the latter half of the 18th century BCE., forcing it to share power over Sumer and Akkad. Although its kings maintained themselves throughout the turmoil leading to the demise of the Amorite dynasty at Babylon, it remains one of the most poorly documented Mesopotamian polities. Until recently, it was known to us mainly through its inclusion into later king lists and chronicles, but the recent publication of well over 400 archival texts from a Sealand palace, soon followed by literary and divinatory tablets, finally makes it possible to study this polity from primary sources. This book proposes a history of the Sealand kingdom based on the new evidence and a reevaluation of previously known sources. The aspects examined are: the economy — mainly the palatial administration and transformation of agricultural and animal resources; the panthea and the palace-sponsored cult, which show that Sealand I kings may have positioned their rule in a Larsean tradition; the political history, including a discussion of the geography and the relative chronology; the recording and transmission of knowledge on the Sealand I dynasty in Mesopotamian historiography.

Book excerpt: Script Switching in Roman Egypt studies the hieroglyphic, hieratic, demotic, and Old Coptic manuscripts which evidence the conventions governing script use, the domains of writing those scripts inhabited, and the shift of scripts between those domains, to elucidate the obsolescence of those scripts from their domains during the Roman Period. Utilising macro-level frameworks from sociolinguistics, the textual culture from four sites is contextualised within the priestly communities of speech, script, and practice that produced them. Utilising micro-level frameworks from linguistics, both the scripts of the Egyptian writing system written, and the way the orthographic methods fundamental to those scripts changed, are typologised. This study also treats the way in which morphographic and alphabetic orthographies are deciphered and understood by the reading brain, and how changes in spelling over time both resulted from and responded to dimensions of orthographic depth. Through a cross-cultural consideration of script obsolescence in Mesoamerica and Mesopotamia and by analogy to language death in speech communities, a model of domain-bydomain shift and obsolescence of the scripts of the Egyptian writing system is proposed.

Standard works on the library continue to present the idea behind the institution as novel and, at least implicitly, as a product of Greek thought. Yet, although the scale of the collection in Alexandria seems to have been unprecedented, the notion of creating central repositories of knowledge, while perhaps new to Greek tradition, was age-old in the Near East where the building was erected. Here the existence of libraries can be traced back another two millennia, from the twenty-seventh century BCE to the third century CE, and so the creation of the Library in Alexandria was not so much the beginning of an intellectual adventure as the impressive culmination of a very long tradition. Ancient Prophecy: Near Eastern, Biblical, and Greek Perspectives is the first monograph-length comparative study on prophetic divination in ancient Near Eastern, biblical, and Greek sources. Prophecy is one of the ways humans have believed to become conversant with what is believed to be superhuman knowledge. The prophetic process of communication involves the prophet, her/his audience, and the deity from whom the message allegedly comes from. Martti Nissinen introduces a wealth of ancient sources documenting the prophetic phenomenon around the ancient Eastern Mediterranean, whether cuneiform tablets from Mesopotamia, the Hebrew Bible, Greek inscriptions, or ancient historians. Nissinen provides an up-to-date presentation of textual sources, the number of which has increased substantially in recent times. In addition, the study includes four analytical comparative chapters. The first demonstrates the altered state of consciousness to be one of the central characteristics of the prophets' public behavior. The second discusses the prophets' affiliation with temples, which are the typical venues of the prophetic performance. The third delves into the relationship between prophets and kings, which can be both critical and supportive. The fourth shows gender-inclusiveness to be one of the peculiar features of the prophetic agency, which could be executed by women, men, and genderless persons as well. The ways prophetic divination manifests itself in ancient sources depend not only on the socio-religious position of the prophets in a given society, but also on the genre and purpose of the sources. Nissinen contends that, even though the view of the ancient prophetic landscape is restricted by the fragmentary and secondary nature of the sources, it is possible to reconstruct essential features of prophetic divination at the socio-religious roots of the Western civilization.
