Book excerpt: Several years ago, freshly returned from a year in Stockholm but deeply en meshed in the American Malaise of the late 1960's, I sketched out an image of Swedish policy-making that defined a generalized policy-making role and sought to relate that role to both citizen attitudes and the elite political culture 1 in Sweden. Although that sketch seems to have been taken seriously by other foreigners, I think it is fair to say that the principal reaction of my Swedish friends and colleagues was amusement. When I later (1970-71) returned for another year in Stockholm, I found myself being introduced at parties as the man who had written ''that marvelously out-of-date sketch of how Swedish politics used to work-hah, hah. " Or, I would be referred to as the American who, like Marquis Childs some years earlier, "believed our propaganda. " By 1970-71, of course, the Swedish political environment had become more boisterous than it had been in 1967-68. Indeed, during the course of that year my amused colleagues found themselves enmeshed in a strike action against the government that was part of an emotional series of such actions that some observers thought would bring most public services to a halt. If my earlier portrait had been influenced (too much, they thought) by the American Malaise in which I was implicated, so must their later reaction to my portrait have been influenced (too much, I thought) by the Swedish Turmoil of 1970 and 1971.

The rise of mass politics all over the world in the twentieth century led to the development of new techniques of governing population groups. On the one hand, the idea of popular sovereignty has gained wide acceptance. On the other hand, the proliferation of security and welfare technologies has created modern governmental bodies that administer populations, but do not provide citizens with an arena for democratic deliberation. Under these conditions, democracy is no longer government of, by, and for the people. Rather, it has become a world of power whose startling dimensions and unwritten rules of engagement Chatterjee provocatively lays bare. This book argues that the rise of ethnic or identity politics—particularly in the postcolonial world—is a consequence of new techniques of governmental administration. Using contemporary examples from India, the book examines the different forms taken by the politics of the governed. Many of these operate outside of the traditionally defined arena of civil society and the formal legal institutions of the state. This book considers the global conditions within which such local forms of popular politics have appeared and shows us how both community and global society have been transformed. Chatterjee's analysis explores the strategic as well as the ethical dimensions of the new democratic politics of rights, claims, and entitlements of population groups and permits a new understanding of the dynamics of world politics both before and after the events of September 11, 2001. The legal recognition of the party will not result in and of itself in efficient administration, since the decentralized character of the administrative system tends to cause all offices to be regarded as political in character. Administrative decentralization of itself promotes party irresponsibility, in that it encourages the use of illegitimate means to perpetuate and strengthen the party. If, then, we hope in the United States to secure popular government and efficient administration, a reasonably centralized administrative system is necessary. Such a system lessens the work of the party, in that it devolves it upon the government. It tends therefore to make the government more responsible. For it makes provision for doing in the open, and thus subject to public control, what under a decentralized system is done in secret and not subject to public control. It tends also to secure efficient administration, in that it makes it possible to relieve a host of officers from political control. Not only must our system of government be subjected to a reasonable degree of centralization from the administrative point of view, but the party must receive pretty full legal recognition. Such recognition does not involve the destruction of strong national parties nor that of party leaders. Indeed, such destruction, or the substitution of weak local parties for the national parties, would seem highly inexpedient if we are to judge by French and Italian conditions. But the present boss ought to be made responsible to the party and the party responsive to the popular will. The people, if the government is to be popular, should have the power to veto propositions made by party leaders, ..
