Book Fiscal Redistribution and Income Inequality in Latin America

Download or read book Fiscal Redistribution and Income Inequality in Latin America written by Edwin Goni and published by World Bank Publications. This book was released on 2008 with total page 31 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: Income inequality in Latin America ranks among the highest in the world. It can be traced back to the unequal distribution of assets (especially land and education) in the region. But the extent to which asset inequality translates into income inequality depends on the redistributive capacity of the state. This paper documents the performance of Latin American fiscal systems from the perspective of income redistribution using newly-available information on the incidence of taxes and transfers across the region. The findings indicate that: (i) the differences in income inequality before taxes and transfers between Latin America and Western Europe are much more modest than those after taxes and transfers; (ii) the key reason is that, in contrast with industrial countries, in most Latin American countries the fiscal system is of little help in reducing income inequality; and (iii) in countries where fiscal redistribution is significant, it is achieved mostly through transfers rather than taxes. These facts stress the need for fiscal reforms across the region to further the goal of social equity. However, different countries need to place different relative emphasis on raising tax collection, restructuring the tax system, and improving the targeting of expenditures.

Book Policies for Reducing Income Inequality

Download or read book Policies for Reducing Income Inequality written by Giovanni Andrea Cornia and published by . This book was released on 2010 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: In most Latin American countries, income inequality rose steadily during the 1980s and 1990s, and declined from 2002 to 2007. This paper analyzes the factors that could explain the changes to income inequality from 1990 to 2007, by focusing on external shocks and changes in domestic policies. Particular reference will be made to macroeconomic, educational and social policies introduced during recent years, and to the impact of the election of an increasing number of left-of-centre governments which have come to power during the last decade. This paper tests econometrically the importance of all these factors on data for 18 countries from 1990 to 1007. On the basis of this model, the paper estimates the income inequality level for the crisis years 2008 and 2009. The results suggest that a continuation of fiscally prudent distributive and redistributive policies, which have emerged in much of the region in the 2000s, should preserve most of the income inequality gains recorded in recent years.

Book The Economic Development of Latin America in the Twentieth Century

Download or read book The Economic Development of Latin America in the Twentieth Century written by André A. Hofman and published by Edward Elgar Publishing. This book was released on 2000 with total page 344 pages. Available in PDF, EPUB and Kindle. Book excerpt: Hofman, a researcher with the Chile-based Economic Commission for Latin America and the Caribbean, uses growth accounting methods and previously unavailable long-term series data to assess the economic performance of the region during the century from a comparative and historical perspective. In particular he compares Latin American economies to those of advanced capitalist economies, to newly industrialized economies, and to Spain and Portugal because of the historical ties. He looks at the reasons for the poor or negative growth during the 1980s and the apparent recovery in the 1990s and at such problems as debt, income inequality, high inflation, cyclical instability, and political and policy instability. Book Wage Inequality in Latin America

Download or read book Wage Inequality in Latin America written by Julián Messina and published by World Bank Publications. This book was released on 2017-12-28 with total page 292 pages. Available in PDF, EPUB and Kindle. Book excerpt: What caused the decline in wage inequality of the 2000s in Latin America? Looking to the future, will the current economic slowdown be regressive? Wage Inequality in Latin America: Understanding the Past to Prepare for the Future addresses these two questions by reviewing relevant literature and providing new evidence on what we know from the conceptual, empirical, and policy perspectives. The answer to the fi rst question can be broken down into several parts, although the bottom line is that the changes in wage inequality resulted from a combination of three forces: (a) education expansion and its eff ect on falling returns to skill (the supply-side story); (b) shifts in aggregate domestic demand; and (c) exchange rate appreciation from the commodity boom and the associated shift to the nontradable sector that changed interfi rm wage diff erences. Other forces had a non-negligible but secondary role in some countries, while they were not present in others. These include the rapid increase of the minimum wage and a rapid trend toward formalization of employment, which played a supporting role but only during the boom. Understanding the forces behind recent trends also helps to shed light on the second question. The analysis in this volume suggests that the economic slowdown is putting the brakes on the reduction of inequality in Latin America and will likely continue to do so—but it might not actually reverse the region’s movement toward less wage inequality.

Book What is Behind Latin America s Declining Income Inequality

Download or read book What is Behind Latin America s Declining Income Inequality written by Ms.Evridiki Tsounta and published by International Monetary Fund. This book was released on 2014-07-15 with total page 35 pages. Available in PDF, EPUB and Kindle. Book excerpt: Income inequality in Latin America has declined during the last decade, in contrast to the experience in many other emerging and developed regions. However, Latin America remains the most unequal region in the world. This study documents the declining trend in income inequality in Latin America and proposes various reasons behind this important development. Using a panel econometric analysis for a large group of emerging and developing countries, we find that the Kuznets curve holds. Notwithstanding the limitations in the dataset and of cross-country regression analysis more generally, our results suggest that almost two-thirds of the recent decline in income inequality in Latin America is explained by policies and strong GDP growth, with policies alone explaining more than half of this total decline. Higher education spending is the most important driver, followed by stronger foreign direct investment and higher tax revenues. Results suggest that policies and to some extent positive growth dynamics could play an important role in lowering inequality further.
