His great oration in Tremont Temple on The True Grandeur of Nations marked, his biographer rightly Observes, the most important epoch in Sumner's life. Had he died before this event, his memory would have been only a tradition with the few early friends who survive him. The 4th of July, 1845, gave him a national, and more than a national, fame. Epoch making in Sumner's own life, we think it may be safely said that no oration which he ever gave has greater intrinsic importance, and perhaps no other will be read so long. Of all pleas made by Ameri can men for the rule of peace on earth, it is the noblest and the most comprehensive, save Sumner's own later address on The War System of Nations. Mr. Lodge. Mr. President, I desire to thank the Senator from California [Mr. Works] for his kindness in giving way to me to speak briefly on this amendment at this moment. I also appreciate the kindness of the Senator from North Carolina [Mr. Overman] in being good enough to allow the bill to go over yesterday in order that I might speak this morning upon the amendment proposed by the Senator from Utah [Mr. Smoot]. I shall try to be as brief as possible. This amendment, which is purely formal, proposes to strike out the clause supplying the deficiency in the appropriations for the War Department caused by the leasing of transports to take troops to Vera Cruz. It is an honest debt, honestly incurred, and must of course be paid; but I think, Mr. President, it is not amiss at this time and in this connection to review briefly the circumstances which have led to the necessity for this appropriation, and which will lead to the necessity for other appropriations to cover other deficiencies arising from the same source. I wish, in as compact a manner as possible, to call attention to the events in Mexico which have led to these appropriations and to the condition of affairs in Mexico at the present moment.
