Edward Everett: Secretary of State, Delivered in Washington at the Anniversary of the American Colonization Society, Jan; 18, 1853 Mr. President and Gent. of the Col. Society: It was my intention when I was requested some weeks ago, to take a part in the proceedings of this evening, to give the subject of the Colonization Society and its operations on the coast of Africa, the most thorough examination in my power, in all its bearings, considering that, whether we look to the condition of this country or the interests of Africa, no more important object could engage our attention. But during almost the whole of the interval that has since elapsed, my time and my thoughts have been so entirely taken up and preoccupied, that it has been altogether out of my power to give more than the hastiest preparation to the part which I am to take in this evening's proceedings. I am therefore obliged to throw myself upon the indulgence of this audience, with such a hasty view of the subject, as I have been alone able to take. The Colonization Society seems to me to have been the subject of much unmerited odium, of much equally unmerited indifference on the part of the great mass of the community, and to have received that attention which it so well deserves, from but very few. Book excerpt: According to accepted historical wisdom, the goal of the African Colonization Society (ACS), founded in 1816 to return freed slaves to Africa, was borne of desperation and illustrated just how intractable the problems of race and slavery had become in the nineteenth-century United States. But for Brandon Mills, the ACS was part of a much wider pattern of national and international expansion. Similar efforts on the part of the young nation to create, in Thomas Jefferson's words, an "empire of liberty," spanned Native removal, the annexation of Texas and California, filibustering campaigns in Latin America, and American missionary efforts in Hawaii, as well as the founding of Liberia in 1821. Mills contends that these diverse currents of U.S. expansionism were ideologically linked and together comprised a capacious colonization movement that both reflected and shaped a wide range of debates over race, settlement, citizenship, and empire in the early republic. The World Colonization Made chronicles the rise and fall of the colonization movement as a political force within the United States—from its roots in the crises of the Revolutionary era, to its peak with the creation of the ACS, to its ultimate decline with emancipation and the Civil War. The book interrogates broader issues of U.S. expansion, including the progression of federal Indian policy, the foundations and effects of the Monroe Doctrine and Manifest Destiny, and the growth of U.S. commercial and military power throughout the Western hemisphere. By contextualizing the colonization movement in this way, Mills shows how it enabled Americans to envision a world of self-governing republics that harmonized with racial politics at home.

Book excerpt: As Manifest Destiny took hold in the national consciousness, what did it mean for African Americans who were excluded from its ambitions for an expanding American empire that would shepherd the Western Hemisphere into a new era of civilization and prosperity? R. J. Boutelle explores how Black intellectuals like Daniel Peterson, James McCune Smith, Mary Ann Shadd, Henry Bibb, and Martin Delany engaged this cultural mythology to theorize and practice Black internationalism. He uncovers how their strategies for challenging Manifest Destiny's white nationalist ideology and expansionist political agenda constituted a form of disidentification—a deconstructing and reassembling of this discourse that marshals Black experiences as racialized subjects to imagine novel geopolitical mythologies and projects to compete with Manifest Destiny. Employing Black internationalist, hemispheric, and diasporic frameworks to examine the emigrationist and solidarity projects that African Americans proposed as alternatives to Manifest Destiny, Boutelle attends to sites integral to US aspirations of hemispheric dominion: Liberia, Nicaragua, Canada, and Cuba. In doing so, Boutelle offers a searing history of how internalized fantasies of American exceptionalism burdened the Black geopolitical imagination that encouraged settler-colonial and imperialist projects in the Americas and West Africa.
