To provide for the election 'of a tax assessor and collector in the county of Hempstead. To authorize the register of the land office at Little Rock, Arkansas, to appoint a deputy. To be entitled an act amendatory of an act entitled an act amendatory of the law concerning schools and school lands, in the coun ties of Columbia and Prairie, approved January 2'lst, 1861 to strike out certain words wherever they occur in the laws of this state, and insert others in lieu thereof.
