Working Group meetings provide the forum for area fishermen, user representatives, community representatives, Federal Subsistence Regional Advisory Council representatives, Alaska Department of Fish and Game Advisory Committee members and State and Federal managers to come together and discuss issues relevant to management of Kuskokwim River salmon populations. The Working Group meets several times a year to review run assessment information and strives to reach a consensus on how to proceed with management of Kuskokwim River salmon fisheries. The Fisheries Information Services Division of the U.S. Fish and Wildlife Service Office of Subsistence Management (OSM) provides funding the Working Group under the Inseason Support for Cooperative Management of the Kuskokwim River Subsistence Fishery project (FIS 06-307). The first Working Group meeting was in June, with a total of 10 meetings held in 2008. Inseason meetings occurred during June, July and August. A summary and review session was held in September.

Book excerpt: The Kuskokwim River Salmon Management Working Group (Working Group) was formed in 1988 by the Alaska Board of Fisheries in response to requests from stakeholders in the Kuskokwim River drainage seeking a more active role in the management of salmon fishery resources. Since then, the Working Group has become increasingly active in the preseason, inseason, and postseason management of the Kuskokwim River drainage subsistence, commercial, and sport salmon fisheries. In 2001, the Working Group modified its charter in order to more effectively address the needs of the Federal Subsistence Management Program by including members of the Coordinating Fisheries Committee of the Yukon-Kuskokwim Delta and Western Interior Regional Advisory Councils. The Working Group further modified its charter in 2005 to include representation from the far upriver communities that had not previously had a voice on the Working Group. The Working Group now serves as a public forum through which Federal and State fisheries managers meet several times a year with local users of the salmon resource to review run assessment information and reach a consensus on how to proceed with management of Kuskokwim River salmon fisheries. The Working Group met 10 times in 2007. In 2007, the Fisheries Information Services (FIS) Division of the U.S. Fish and Wildlife Service (USFWS) Office of Subsistence Management (OSM) provided funding for inseason support of the Working Group under the Inseason Support for Cooperative Management of the Kuskokwim River Subsistence Fishery project (FIS 06-307). Book excerpt: A legally empowered equitable co-management system of the Kuskokwim River salmon fishery between subsistence users and state and federal managers does not exist. Despite federal legislation Alaska National Interest Lands Conservation Act (ANILCA) (Section 8) calling for a "meaningful role" for subsistence users in managing fish and game on federal lands, some rural subsistence users believe that they have yet to assume a "meaningful role" in the policy-making process. The absolute maximum capacity that subsistence users can fulfill in terms of participating in the management of the resources they depend on comes in the form of one of many advisory boards. Ultimately, management regimes and policymakers do not have to consider advisory council member recommendations, suggestions and/or group proposals. On the Kuskokwim River, the decline of king salmon, perceived mismanagement, general mistrust of management agencies, inter-river conflict, and lack of authority and accountability felt by local users, has prompted some subsistence salmon fishermen to press for a stronger role in salmon management. The United States Fish and Wildlife Service (USFWS) and the Kuskokwim River Inter Tribal Fish Commission (KRITFC) have developed a Memorandum of Understanding (MOU) pertaining to the management of the fishery. The Alaska Department of Fish and Game (ADFG) has not entered into negotiations with the KRITFC and United States Fish and Wildlife Service (USFWS) regarding management. This thesis explores the history of the Kuskokwim salmon fishery and options available to Alaska Native subsistence salmon users who seek an equitable role in managing the fishery.

Book excerpt: Through a collaborative effort with the Alaska Department of Fish and Game, the Orutsararmiut Native Council conducted weekly inseason surveys of Bethel Area subsistence salmon fishermen at selected fish camps and communities in the lower Kuskokwim River during the summer of 2008. The project ran for 6 weeks, from June 1 to July 15. Data collected from these surveys are used to qualitatively assess salmon run timing, relative abundance, fishermen's success in achieving their subsistence harvest goals, fishing activity and gear usage. Summaries of the surveys were relayed to fishery managers and reported at Kuskokwim River Salmon Management Working Group meetings on a weekly basis. Fishery managers and research staff use the inseason survey information as an early indication of salmon run strength and subsistence harvest trends, in conjunction with the Bethel test fishery project which provides index of relative abundance and run timing data. The inseason survey also builds management capacity by providing a forum for local users to provide input into the evaluation of salmon abundance and corresponding management strategies. Inseason subsistence catch information has also been used in combination with other information to evaluate the various management actions.
