It discusses the approval and award of a sole source contract for logistics support of a cargo loader used by the Air Force. Background. On April 1, 2004, the Air Force awarded a sole source contract to Systems & Electronics, Inc. for logistics support of the 60K Tunner cargo loader. Air Force personnel use the 60K Tunner to load cargo onto large aircraft. The contract required Systems & Electronics, Inc. to provide all of the logistics support needed for the cargo loader for eight years at an estimated total cost of $158 million. On February 11, 2005, the Acting Under Secretary of Defense (Acquisition, Technology, and Logistics) requested that the DoD Office of Inspector General review the influence and decisions made by Darleen Druyun, the then Principal Deputy Assistant Secretary of the Air Force for Acquisition and Management, on the 60K Tunner logistics support contract. Results. Instead of following Druyun's recommendation to award a 33-year contract valued at $1.7 billion ($51.5 million per year average costs), Warner Robins Air Logistics Center contracting officials prepared a sole source justification and approval in April 2003 and awarded an 8-year contract to Systems & Electronics, Inc. valued at $158 million with a much lower projected annual cost of $l9.8 million per year. However, Druyun influenced $47.2 million in vehicle overhaul requirements included in the contract by selecting Systems & Electronics, Inc. to be the source of repair.

Book excerpt: The Air Force has several options for sustaining weapon systems and components but has, in recent years, increasingly chosen contractor logistics support (CLS) over organic support. Still, questions remain about costs and efficiency, even about whether CLS is the best option. The authors explored these by reviewing the relevant government and DoD documents and data and by speaking with various knowledgeable individuals. The authors noted that CLS contracts have often gone to original equipment manufacturers because, lacking the technical data, the Air Force could not choose a third party. They also noted that contracts that guarantee large annual sums limit the Air Force's ability to adjust when its own funding changes and that the reasons underpinning these decisions are not always complete or consistent across the service. Centralizing and standardizing data and the related management skills would help make them available across the Air Force. More important, to retain all its choices for logistics services throughout a system's life cycle, the Air Force should acquire the technical data or data rights near the start of the acquisition process.

Book excerpt: Cargo loaders are essential to air mobility at major US aerial ports and rugged overseas bases. C-130s, C-17s, giant C-5s and a wide range of contract airlifters from 747s to Russian Antonovs all share one thing in common. Their aircrews strive to cut down time waiting on the ground for cargo and passenger loading. Time airborne means mission progress; time waiting on the ground must be held to a minimum. Enter the cargo loaders -- surely one of the most overlooked aspects of 21st Century airpower. Over the past decade the Air Force acquired two new cargo loaders to beef up its expeditionary abilities. The 60K Tunner, named after the general who led the Berlin Airlift, is the mainstay of aerial ports. The agile 25K Halvorsen, named for the lieutenant who organized candy drops to children in post-war Berlin, handles lighter expeditionary cargo loading. While the Air Force has its full complement of Tunners, it is still short about 25% of its Halvorsen loaders for expeditionary operations. Pentagon cuts led by former Secretary of Defense Donald Rumsfeld contributed to budget shortfalls and the Halvorsen procurement was never completed. Older 25K loaders remain in the inventory. The question now is whether the two loaders create enough capacity to streamline the force structure and meet combat cargo demands for the future. Joint forces are all projecting far more dispersed, expeditionary operations. The Army wants more responsive, direct support airlift. Allies are investing in airlifters, but often depend on the US Air Force's loaders during major operations. Given future combat scenarios, the current inventory of loaders might not be enough to assure rapid air mobility.

Examples of aircraft using this kind of support include the C-9 aeromedical evacuation aircraft and the KC-lO tanker/airlift aircraft. Also, some high-cost, classified systems that are produced in small quantities, such as the U-2 reconnaissance aircraft, use this type of support arrangement. Using such an arrangement for systems similar to those used in the private sector can result in savings because it is possible to share common parts supply and other support structure costs, such as maintenance facilities and personnel, with other public and private sector users. Since the mid-1990s, the Department of Defense (DOD) and the services have initiated actions to expand the use of such contractor logistics support to other military programs. The Air Force is the service with the most extensive use of this logistics support strategy.

Book excerpt: The primary objective of this study was to devise generalized procedures that would make it possible for the Air Force Logistics Command to provide initial spares support to a Foreign Military Sales (FMS) customer within two years of the Letter of Offer and Acceptance (LOA) without degrading USAF capabilities. The authors broke the overall acquisition process into three mutually exclusive phases: requirements phase, procurement phase, and production phase. They concluded that the requirements phase could be compressed into approximately one year if (1) some of the program manager's work could be completed while the LOA was being negotiated, and (2) the program manager was provided with an automated system for assembling, organizing, and editing the parts lists. To reduce leadtimes in the procurement phase, the authors recommend an interactive status reporting system that would highlight critical delays. Finally, the spares list should be rank ordered to ensure early delivery of the most important items. The Air Force has designated the C-17 as 1 of the 10 Air Force systems that will be used as a pilot to implement a DOD initiative that will emphasize contracting with the private sector for support services as a part of its logistics reengineering efforts. This designation of the C-17 as a pilot project is consistent with defense reform initiatives, which called for a strategic shift toward increased reliance on the private sector to meet support needs.
