Bernell and Simon examine the current and prospective landscape of American energy policy, from tax incentives and mandates at the federal and state level to promote wind and solar power, to support for fracking in the oil and natural gas industries, to foreign policies designed to ensure that markets and cooperative agreements — not armies, navies and rival governments — control the supply and price of energy resources. They look at the variety of energy related challenges facing the United States and argue that public policies designed to enhance energy security have at the same time produced greater insecurity in terms of fostering rising (and potentially unmet) energy needs, national security threats, economic vulnerability, and environmental dangers.

In coming decades, these economies are expected to witness high growth, lack of adequate traditional energy sources, high dependence on imported energy, heavy reliance on energy-intensive industries, and rising transportation demands. In the coming decades, their energy demand may create serious challenges in terms of energy security. Adopting sustainable and innovative management practices and policies for key resources such as energy and mitigating environment and climate change problems are among major common challenges for all the ACI economies. This paper examines primarily on the ACI's sustainable energy security outlook until 2030 through an overview of the ACI's energy resources, production mix, consumption mix, emissions of greenhouse gases, and the state of the development of renewable, clean and new energy. The paper projects the ACI's energy demand and its impact on carbon dioxide emissions until 2030 under different policy scenarios using a Computable General Equilibrium (CGE) analysis. Furthermore, the paper evaluates ACI's sustainable energy security situation through examining ACI's energy self-sufficiency, dependence on imported energy, energy import diversification transportation security and energy infrastructure financing. Lastly it provides some policy recommendation to achieve sustainable energy security in ACI.

The second paper in the Atlantic Council Strategy Paper series, A US Strategy for Sustainable Energy Security, advocates energy policies which focus on preventing the catastrophic consequences of climate change by accelerating the modernization of its energy sector without creating major disruptions to the American lifestyle. The three-pillar strategy’s first pillar builds upon the United States’ unparalleled richness in both human and natural potential. At the center of this pillar is the accelerated decarbonization of the US economy, based primarily on a well-calibrated and progressively increasing carbon fee. The second pillar ensures that the United States leads on global climate action and addresses the energy insecurity of key allies. Sustained US leadership is essential to uphold and bolster an international consensus and action on climate change post-Paris COP21, and to prevent countries from turning back. Excessive dependence on external energy supplies from a single source may endanger the ability of allies to conduct an independent foreign policy that is both in their national and in the allied interest. Therefore, the United States must strive to do everything in its capacity to assist allies and partners in the quest to improve their energy security. The United States should also work with key allies and international institutions to deal with the instability associated with the transformation of the energy sector and its impact on major traditional producers. The third pillar pushes for energy liberalization to enable better functioning domestic and global markets and aims to build a functioning international energy governance system. The United States should work toward a global web of networks, alliances, and instruments to promote transparent and efficient energy markets and effective climate action. This strategy may seem ambitious in light of the political realities in the United States today. Yet, as support for climate action and energy sector modernization in the American electorate grows, and associated costs of action shrink at the back of economies of scale and technological development, there is an emerging political space that allows for bold, bipartisan policies. A coherent energy strategy is required, addressing both energy supply and demand, security of access, development problems, equity, market dynamics, by also taking into account the whole energy lifecycle including fuel production, transmission and distribution, energy conversion, and the impact on energy equipment manufacturers and the end-users of energy systems. Issues of energy efficiency and rebound effect must also be taken into proper account. In the short term, the aim should be to achieve higher energy efficiencies and increased supply from local energy sources, in particular renewable energy sources.
