In spite of the achievements of France, the United Nations, and the European Union, the terrorist threat in Mali is growing, but Mali's military remains largely ineffective. Part of the challenge is the interconnected nature of Mali's terrorist problem and the political strife that afflicts Mali's northern half, which the peace agreement signed in Algiers in June 2015 only somewhat addresses. Moreover, Bamako's response remains focused to an inappropriate degree on acquiring the military capabilities it hopes will help redress the balance of power in the North while leveraging proxy ethnic militias. These militias, though more effective on the battlefield than Mali's own forces, have the potential to further aggravate northern Mali's instability. The report argues that it is not possible to strengthen Mali's counterterrorism capabilities in isolation from its general military capabilities, which are in need of fundamental reforms. Such reforms should include making the armed forces more inclusive of minority groups and more attentive to relations with northern communities, improving the effectiveness and accountability of defense institutions, building human capital and leadership, and enhancing operational capabilities. Book excerpt: As the so-called Arab Spring has slid into political uncertainty, lingering insecurity and civil conflict, European and American initial enthusiasm for anti-authoritarian protests has given way to growing concerns that revolutionary turmoil in North Africa may in fact have exposed the West to new risks. Critical in cementing this conviction has been the realisation that developments originated from Arab Mediterranean countries and spread to the Sahel have now such a potential to affect Western security and interests as to warrant even military intervention, as France’s operation in Mali attests. EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

As the states of the region are too poor and weak to deal with this on their own, international support is needed. the current international emphasis on the G5 Sahel should change from a focus on more 'boots on the ground' to support for the development agenda of this embryonic international organisation. The Sahel needs a functioning regional framework and the G5 Sahel has some potential; but the only way to harvest this potential is to help fine-tune it to address the underlying causes of conflict. Improving security conditions in the Sahel is absolutely essential; but neither the inhabitants of the region nor the external stakeholders will find security exclusively through military means. The correct priorities must be set. And at the heart of this there must be an improvement in living conditions and a new system of governance that makes it much less possible for jihadist insurgents to appropriate local land-rights conflicts.

This book will therefore draw attention to those who overlook and undermine the distinct and rich particularities of the often-contradictory and cosmopolitan global jihad. In many of the peripheries, particularly those with intensive large-scale insurgencies, there is extensive international military alliance. The Bush doctrine to 'fight them over there, so we don't have to fight them over here' certainly looks to be alive and well in places like Somalia, the Philippines and Niger amongst many others. Crucially we must ask - is such reasoning sound – is the threat global and if so in what way? Furthermore - is action in the peripheries under the guise of combating the global jihad overlooking the local issues and threatening to make a wider threat where it was otherwise contained? Diagnosing nations or regions as 'breeding grounds' or 'sanctuaries' of global jihad carries the spectre of having to chose sides in a battle of civilisations, which looms over a number of developing nations reliant on good western relations.

Book excerpt: This book examines the political and military dynamic between threatened local regimes and Western powers, and it argues that the power of informal politics forces local regimes to simulate statebuilding. Reforms enabling local states to take care of their own terrorist and insurgency threats are a blueprint for most Western interventions to provide a way out of protracted internal conflicts. Yet, local regimes most often fail to implement reforms that would have strengthened their hand. This book examines why local regimes derail the reforms demanded by Western powers when they rely on their support to stay in power during existentially threatening violent crises. Based on the political settlement framework, the author analyses how web-like networks of militarized elites require local regimes to use informal politics to stay in power. Four case studies of Western intervention are presented: Iraq (2011-2018), Mali (2011-2020), Chad (2005-2010), and Algeria (1991-2000). These studies demonstrate that informal politics narrows strategic possibilities and forces regimes to rely on coup-proofing military strategies, to continue their alliances with militias and former insurgents, and to simulate statebuilding reforms to solve the dilemma of satisfying militarized elites and Western powers at the same time. This book will be of much interest to students of statebuilding, international intervention, counter-insurgency, civil wars, and international relations.
