This book was released on 1983 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: Arms Control and Disarmament Agency (ACDA) is responsible for conducting, supporting, and coordinating arms control research throughout the Federal Government. Many problems that GAO found hindering ACDA's research activities more than 3 years ago are still present. ACDA needs to improve the operation of its own dwindling research program and to fulfill, or seek relief from, its responsibilities for coordinating all Government arms control research. GAO recommends that ACDA improve the management of its own research by, among other things, more comprehensively identifying research related to proposed projects and properly evaluating research contractors' work. Also, ACDA should determine the scope of effort and the amount of resources needed to perform its Federal coordination role and decide whether it will fulfill this role or seek relief from it. ACDA is initiating actions to address these matters.

Book Efforts to Improve Management Practices and Increase Resources at the Arms Control and Disarmament Agency

Download or read book Efforts to Improve Management Practices and Increase Resources at the Arms Control and Disarmament Agency written by United States. General Accounting Office and published by . This book was released on 1984 with total page 37 pages. Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO reviewed the ability of the Arms Control and Disarmament Agency (ACDA) to fulfill its legislative mandates, focusing on: (1) ACDA internal controls; (2) management of ACDA research programs; and (3) computer support for ACDA activities. This report summarizes the findings and conclusions contained in three previous GAO reports. GAO found that ACDA should improve its current management practices. ACDA only recently began to implement key internal control requirements and does not have necessary internal audit coverage. ACDA is acting on recommendations made by GAO concerning internal audit coverage. GAO also found problems in the ACDA external research program, including: (1) the absence of criteria for selecting research projects; (2) the lack of a mechanism for identifying related research done by other organizations; and (3) inadequate preparation and use of research contractor evaluations. ACDA is not meeting legislative and executive requirements to: (1) develop and maintain a governmentwide arms control research program; (2) oversee research done by other agencies; or (3) maintain an inventory of arms control research activities. In addition, GAO found that ACDA does not adequately plan for, or evaluate the use of, data processing systems. ACDA does not have a comprehensive data processing plan and GAO believes that the informal planning used currently is inadequate. ACDA has deemphasized and reduced its operations analysis capabilities without evaluating the capabilities necessary to carry out its mission. ACDA is in the process of acting upon GAO recommendations in the data processing and operations analysis areas.

Book Compendium of GAO s Views on the Cost Saving Proposals of the Grace Commission Individual issue analyses

Download or read book Compendium of GAO s Views on the Cost Saving Proposals of the Grace Commission Individual issue analyses written by United States. General Accounting Office and published by . This book was released on 1985 with total page 1320 pages. Available in PDF, EPUB and Kindle. Book excerpt: In response to a congressional request, GAO examined issues studied and recommendations made by the President's Private Sector Survey on Cost Control, better known as the Grace Commission, to determine whether: (1) the issues and recommendations made on program management and cost control had merit; (2) legislation would be necessary to implement the recommendations; (3) implementation efforts were completely underway; and (4) the savings estimates were realistic. GAO found that many of the issues studied and recommendations made by the Commission had overall merit and that, while many have already been implemented by legislative or administrative action, many more require additional legislative action to be fully implemented. However, GAO questioned the accuracy of many of the associated savings estimates, found flaws in the methodology used to develop some of the estimates, and found that the description of the methodology used in some estimates was insufficient to allow an assessment of its validity. In most of the instances where GAO questioned the methodology used, it believed that the savings were overstated. GAO supported management improvement issues more frequently than policy-oriented issues; however, policy-oriented issues constitute a large portion of the total estimated savings. GAO does not support restructuring federal subsidy programs and fixing federal health care costs to a percentage of the gross national product, and it disagreed with selected aspects of recommendations to reduce civilian and military retirement benefits. GAO support was most extensive in the areas aimed at strengthening federal management systems, federal automatic data processing operations, federal credit and cash management efforts, and civilian procurement and property management activities. GAO has made similar or related recommendations in nearly half of the areas in which it agreed with the Commission. Additional legislative action would be necessary to fully implement approximately half of the recommendations analyzed.
