In light of recent global economic and political challenges for the EU and Turkey, a need has emerged for an interdisciplinary approach to study EU-Turkey relations within the wider international political and economic context. Turkey's Accession to the European Union: Political and Economic Challenges, edited by Belgin Ak ay and Bahri Yilmaz, provides a timely overview of some of the most important issues and debates in the changing context of Europe, the change in domestic politics and foreign policy in Turkey, and the likely implications of these changes and developments for EU-Turkey relations. Book excerpt: In this paper the authors use a computable general equilibrium model of the Kazakhstan economy to assess the impact of accession to the World Trade Organization (WTO), which encompasses (1) improved market access; (2) Kazakhstan tariff reduction; (3) reduction of barriers against entry by multinational service providers; and (4) reform of local content and value-added tax policies confronting multinational firms in the oil sector. They assume that foreign direct investment in business services is necessary for multinationals to compete well with Kazakhstan business services providers, but cross-border service provision is also present. The model incorporates productivity effects in both goods and services markets endogenously, through a Dixit-Stiglitz framework. The authors estimated the ad valorem equivalent of barriers to foreign direct investment based on detailed questionnaires completed by specialized research institutes in Kazakhstan. They estimate that Kazakhstan will gain about 6.7 percent of the value of Kazakhstan consumption in the medium run from WTO accession and up to 17.5 percent in the long run. They estimate that the largest gains to Kazakhstan will derive from liberalization of barriers against multinational service providers, but the other three elements of WTO accession that the authors model all contribute positively to the estimated gains. Piecemeal sensitivity analysis shows that qualitatively the results are robust, but there are four parameters in the model that significantly affect the estimated magnitude of the gains from WTO accession.

The court's recommendations address the need to strengthen assistance in relation to procurement capacity, regional bodies, project preparation, rural development programmes and anti-corruption measures, and to draw lessons from experience gained in Croatia in the commission's management of pre-accession assistance to other countries.

Book excerpt: A typical image of the making and administration of policy suggests that it takes place on an incremental basis, involving public servants, their ministers and, to a more limited extent, a variety of interest groups. Yet, much policy making is based on similar policy developed in other jurisdictions and in the major international organizations such as the WTO and the OECD. In other words, significant aspects of nationally developed policies are copied from elsewhere in what is described as a process of policy transfer and learning. Hence, studies of policy transfer have pointed to a distinct limitation in most existing theoretical and empirical explanations as to how policy is made and implemented through their neglect of the role of policy transfer and learning. Moreover, policy transfer is not only a concern of academics, but a growing concern for governments. The latter are concerned to improve the performance of their policy and several have placed a greater, more systematic focus on policy transfer as a means to increasing performance. This book presents a variety of cases from differing national and international contexts that enable a valuable, comparative analysis that is absent from most literature currently available and that suggest a number of exciting research directions with implications for policy making, transference and implementation in the future.

The report finds that the zoo has made good-faith efforts to correct deficiencies noted in the interim report and has made some noticeable improvements in the past year in zoo operations and animal care. However, problems in areas such as staff training, workplace culture, and strategic planning still need to be addressed. Specifically, the report recommends that the zoo immediately develop and implement animal-care training programs to ensure that people who are directly responsible for the well-being of its animal collection are adequately prepared and competent. The report commends a zoo-initiated strategic planning process as a positive step, but recommends it contain a more detailed, comprehensive strategy of how it will meet short-term goals and that it should link plans to upgrade facilities with those to acquire animals. The zoo should also focus on improving communication among keepers, veterinarians, nutritionists, senior managers, and curators.

Book excerpt: This report expresses concerns about the implications of Turkish accession to the EU for the security of the EU external border, noting that Turkey's membership would extend this up to Iran, Iraq and Syria. However, the Committee also believes that the risks are outweighed by the potential benefits-partly in terms of the standards that Turkey will be required to meet to become an EU Member, but largely owing to the opportunities it will bring for increased cooperation. The land border between Greece and Turkey constitutes the main loophole for irregular immigration into the EU and a number of recommendations to improve the current response are made. The presence of a team from Frontex, the EU border agency, at the land border between Greece and Turkey since November 2010 was associated with a reduction in the number of irregular crossings (from 7,607 in October 2010 to 1,632 in February 2011). However, Frontex is unable to turn back migrants. It might therefore be more effective for the agency to work alongside Turkish border agencies and the EU should amend the Frontex Regulation accordingly. Disrupting the criminal networks is the key, and improved intelligence-sharing across national and agency boundaries is critical to achieving this. The Committee urges the EU to make special arrangements for Turkey to take on some of the attributes of EU membership prior to full accession, in order to tackle organised drug and immigration crime more effectively. The Committee is impressed by the close and successful working relationship between the UK and Turkish law enforcement agencies and calls for this to be replicated within EU agencies such as Europol. Finally, the Committee urges an impact assessment of the likely scale of legal migration of Turkey nationals to the UK following EU accession, given the lack of an official estimate

Book excerpt: First published in 1998, revised in 2021, this volume develops and tests an information-processing model of organization, within the context of the accession of a new generation of a production technology. The model conceptualizes organizations as systems which accomplish their objectives through the processing of information. The book begins with the conceptual basis of the theory, developing the fundamental concepts of information, information processing, and technology. The accession of an automatic avionics tester during the 1970s and 1980s is the change in production technology used to test the theory. The theory is tested by mapping and analysing performance with a three-wave longitudinal field experiment and objective performance measures in the workflow of a very complex system, the U.S. Navy’s avionics maintenance organization. The information processing capacity of the system is shown to be the primary determinant of system performance, with or without the use of information technology. Additional support for the theory comes from newer test and information technologies deployed in the 1980s and 1990s. Implications of this theory for current generations of test technology are provided in the final chapters, along with further development of the theory and its general application to many types of organizations.
