Book excerpt: The federal McKinney-Vento Homeless Assistance Act ("McKinney-Vento") provides federal funding to states to address the problems that homeless children and youth encounter in enrolling, attending, and succeeding in the nation's public schools. McKinney-Vento requires states to develop plans that ensure homeless children and youth the same access to free public education as is available to other students; eliminate barriers to enrollment, attendance, and success in school; prevent the segregation of homeless students from the mainstream school environment; and provide access to the education and services needed to ensure that homeless students have an opportunity to meet the same academic standards as all other students. Local education authorities (LEAs) are required under McKinney-Vento to ensure that homeless children and youth are immediately identified, enrolled in school, and provided with all necessary services, including transportation, to allow school attendance. This paper discusses the limitations of the McKinney-Vento Act and offers several suggestions on how states can increase homeless children's participation in state-funded Pre-K programs. Book excerpt: More than ever before, Californians recognize that preschool provides young children with a strong start in school and life. Research confirms that effective preschool not only prepares children for kindergarten, but benefits them in the long-term. Despite the benefits, only 48% of 3- and 4-year-old children attend preschool in California. While all families want to provide their children with the best early learning opportunities possible, there are a number of barriers that can make preschool impossible. To help more working families and ultimately increase the state's preschool attendance rates, more full-day, full-year options must be made available for the families that need such services. This policy brief provides recommendations for increasing full-day, full-year preschool opportunities by: (1) Increasing the daily Standard Reimbursement Rate (SRR) for all early care and education programs, part-day and full-day, with particular focus on raising the rate for full-day, full-year care; (2) Monitoring and supporting administrative and legislative efforts to consolidate and streamline existing California Department of Education (CDE) early care and education programs; (3) Increasing comprehensive training and technical assistance services for accounting and program staff in early care and education agencies; (4) Supporting efforts to create a more consistent approach to unrestricted and restricted third party funding; (5) Improving capacity of the Centralized Eligibility List (CEL) to support early care and education; and (6) Conducting a legislative interim hearing to identify regulatory and legislative barriers to funding and access to full-day, full-year opportunities. Specific actions and timeframe for each recommendation are included. (Contains 25 endnotes and 1 chart.).

Book excerpt: The expansion of Pre-K in early childhood programs, both in the community and in schools, has the potential to build significant new alignment between the traditional K-12 education system and the preschool year. Most communities, however, have only scratched the surface of collaboration between public schools and community programs as prekindergarten expands. Such partnerships hold potential to better align teaching and learning, resources, and capacity, and to ease the transition to kindergarten, leading to improved educational outcomes for children. There is increasing recognition that these partnerships are a critical component for moving toward a coherent system and continuum of services, birth to age 8. Currently more than half of the children enrolled in Pre-K are in community-based settings and this has held steady over the years. New York's Universal Prekindergarten (UPK) legislation that passed in 1997 created an important new opportunity to build these partnerships. These partnerships are complicated by a variety of issues that stem from the different contexts, supports, and infrastructure available to public schools and their community partners. Public education is free and open to all children and managed by a single system, with its own infrastructure and supports. Most early childhood programs and services operate as a single, autonomous entity, not as part of a system. Bridging these worlds holds significant promise of producing better educational outcomes for children and better meeting the needs of and strengthening families. The task ultimately calls for a set of policies and practices to inform and facilitate the work of these new partnerships to assure effective, efficient, and coherent delivery of early education services. The effort will ultimately require new resources, technical assistance, and some system-wide professional development to fill gaps in knowledge in both the early childhood and public school community. This Snapshot offers some new findings on next steps to strengthen these partnerships. Above all, these results indicate a need for common understanding about whether specific policies and practices are in place and understood across all settings. This paper, commissioned by the Brookings Institution, studies the emergence of the mixed delivery model, in which pre-kindergarten is delivered in community-based settings and schools. It describes findings of a state survey CLASP conducted to understand the policy choices, opportunities, and challenges of including community-based child care providers in pre-kindergarten programs. At the conclusion of the study period for this paper (November 2004), at least 29 states that are currently operating at least one pre-kindergarten program using a mixed delivery approach were found. Those states are: Alabama, Arizona, Arkansas, California, Colorado, Connecticut, Delaware, Georgia, Illinois, Iowa, Kentucky, Massachusetts, Michigan, Minnesota, Missouri, Nevada, New Jersey, New York, North Carolina, Ohio, Oklahoma, Oregon, South Carolina, Tennessee, Vermont, Virginia, Washington, West Virginia, and Wisconsin. Other states, for example Florida, Maryland, and Pennsylvania, are considering or expanding pre-kindergarten policies but were not yet established enough to be included in our study. This policy brief describes principal approaches to state implementation of the mixed delivery model but does not provide examples of state policies. (Contains 1 figure.).

Book excerpt: Over the past decade, states have dramatically expanded prekindergarten services (Pre-K), given the evidence that high-quality early childhood education can put children on a path to success in school and later life. To support the expansion, most of those states have adopted a mixed delivery system, developing the new educational opportunities in both public schools and early childhood programs in the community, a strategy that leverages the existing capacity, expertise, and public investments that support early learning and healthy development. Such a system has the potential to more rapidly expand the availability of high quality early education and also offers families a choice of preschool settings. Increasingly, educators and policymakers are looking at strategies to align learning experiences, enrich services and family supports, and build a unified early education system so that all children benefit equally regardless of setting. Great progress has been made on this front, but developing and implementing an integrated, coordinated state Pre-K system is challenging. The two worlds of public education and early childhood development are still far from aligned, operating with complex governance and funding sources, in addition to different strategies and approaches to practice. This paper provides a summary of specific challenges that New York communities have encountered as they developed and implemented a mixed system for providing prekindergarten services. By anticipating these challenges, school districts and community-based early education programs can develop strategies to support effective partnerships, successful program implementation, and improved school readiness for young children. A combined list of references and other sources is provided.
