Book excerpt: The U.S. armed forces must be prepared to deploy to a wide range of locations and confront adversaries that span the threat spectrum from poorly armed bands to peer-level foes. In future operations, the United States is also likely to face a range of anti-access and area denial threats that require a joint or combined response. Anti-access challenges prevent or degrade a force's ability to enter an operational area and can be geographic, military, or diplomatic. Area denial challenges are threats to forces within the operational area. As they relate to U.S. ground forces, these latter threats are characterized by the opponent's ability to obstruct the actions of U.S. forces once they have deployed. This report reviews selected findings from a study of Army and joint anti-access and area denial challenges. It also proposes a joint approach to countering these threats in future operations. There are important interdependencies and synergies between the services in terms of their ability to overcome these types of challenges. For example, some threats to the Army's ability to deploy to an operational area must be addressed primarily by the other services. Likewise, the Army could provide considerable assistance to the Air Force and Navy in suppressing or destroying air defenses that challenge joint air operations. For this reason, the services will need to work together to develop operational concepts and systems that will be effective in countering emerging and growing threats in future operations.

As with the land, sea, and air commons, the peaceful pursuit of economic, diplomatic, and informational ends in space often requires the support of a capable and restrained military space force. The continued preeminence of U.S. military space capabilities depends on deliberate efforts to ensure access to and freedom of movement within the space domain.

Book excerpt: This is the first book to examine the concept of anti-access and area denial warfare, providing a definitive introduction to both conceptual theories and historical examples of this strategy. Also referred to by the acronym "A2/AD," anti-access warfare has been identified in American strategic planning as the most likely strategy to be employed by the People's Republic of China or by the Islamic Republic of Iran in any future conflict with the United States. While previous studies of the subject have emphasized the effects on the joint force and, air forces in particular, this important new study advances the understanding of sea power by identifying the naval roots of the development of the anti-access concept. The study of anti-access or area denial strategies for use against American power projection capabilities has strong naval roots-which have been largely ignored by the most influential commentators. Sustained long-range power projection is both a unique strength of U.S. military forces and a requirement for an activist foreign policy and forward defense. In more recent years, the logic of the anti-access approach has been identified by the Department of Defense as a threat to this U.S. capability and the joint force. The conclusions in Anti-Access Warfare differ from most commentary on anti-access strategy. Rather than a technology-driven post-Cold War phenomenon, the anti-access approach has been a routine element of grand strategy used by strategically weaker powers to confront stronger powers throughout history. But they have been largely unsuccessful when confronting a stronger maritime power. Although high technology weapons capabilities enhance the threat, they also can be used to mitigate the threat. Rather than arguing against reliance on maritime forces-presumably because they are no longer survivable-the historical analysis argues that maritime capabilities are key in "breaking the great walls" of countries like Iran and China.

Book excerpt: This monograph explores the emerging challenge of nonstate actors' anti-access and area denial (A2/AD) strategies and their implications for the United States and its allies by looking at two regions, the Middle East and Eastern Europe, with case studies such as Hezbollah in Lebanon, Hamas in the Gaza Strip, the Houthis in Yemen, and separatist groups in Ukraine.The historical monopoly of states over precision-guided munitions has eroded, and this evolution eventually challenges the ability of the most advanced militaries to operate in specific environments. As they gain greater access to advanced military technology, some nonstate actors increasingly lean toward A2/AD strategies. The study underlines three key parameters to assess these emerging nonstate A2/AD strategies: a political shift toward the preservation of status quo vis-à-vis opponents; a focus of military resources dedicated to A2/AD capabilities-primarily missiles and rockets; and the adaptation of military units responsible for the implementation of this new strategy.The development of nonstate A2/AD postures currently remains dependent on the ability of the nonstate actors to attract state sponsorship. Without state sponsorship, these emerging nonstate A2/AD strategies would hardly constitute a major threat. Bearing this precondition in mind, if a scenario of multiple nonstate A2/AD "bubbles" were to unfold, the United States and its allies could face unprecedented challenges, especially in the field of counterterrorism campaigns.

The use and utility of deterrence in today’s strategic environment is a topic of paramount concern to scholars, strategists and policymakers. Ours is a period of considerable strategic turbulence, which in recent years has featured a renewed emphasis on nuclear weapons used in defence postures across different theatres; a dramatic growth in the scale of military cyber capabilities and the frequency with which these are used; and rapid technological progress including the proliferation of long-range strike and unmanned systems. These military-strategic developments occur in a polarized international system, where cooperation between leading powers on arms control regimes is breaking down, states widely make use of hybrid conflict strategies, and the number of internationalized intrastate proxy conflicts has quintupled over the past two decades. Contemporary conflict actors exploit a wider gamut of coercive instruments, which they apply across a wider range of domains. The prevalence of multi-domain coercion across but also beyond traditional dimensions of armed conflict raises an important question: what does effective deterrence look like in the 21st century? Answering that question requires a re-appraisal of key theoretical concepts and dominant strategies of Western and non-Western actors in order to assess how they hold up in today’s world.
