Book excerpt: Focusing on the process by which community college leaders influence and manage their institutions, this monograph presents the Core Values Model, an organizational design that shows the interaction of three main elements: external forces, college systems and processes, and outcomes. A brief introduction describes the model, asserting that external forces drive leaders, leaders in turn develop systems to produce individual and group responses, and these responses produce outcomes and accountability data. The three components of the model are then described, beginning with the "drivers," or the external environment and college leadership. Next, systems and processes commonly affected by leaders are discussed, including college mission and educational strategies, the college culture, and information technology systems. Two types of outcomes (i.e., responses to leaders' systems and accountability data) are described, highlighting issues and techniques for achieving adequate responses within the college community. Change strategies employed by 10 community colleges are briefly described: Alabama Southern Community College, Colorado's Community College of Denver, Hazard Community College (Kentucky), James Sprunt Community College (South Carolina), Texas' Laredo Community College, Macomb Community College (Michigan), Florida's Miami-Dade Community College, Midlands Technical College (South Carolina), Palomar College (California), and California's Santa Barbara City College. Finally, an overview of strategies used by colleges and recommendations for implementing best practices are presented. Contains 19 references. (BCY)

Book excerpt: Recent events of the Alabama Community College System are examined as an historical organizational case study. Critical events are noted along with associated professional literature related to those events and actions. While the study attempts to explain the organizational culture that allowed the rise of unethical leadership, the primary focus is analyzing the System's response and identifying the successful strategies used to remedy the deleterious effects of a period of unethical leadership with hopes to restore the System's credibility. The examination of the System's response is guided by its implementation of revised policies and procedures, and includes analysis of information gathered from interviews, media reports, minutes of Board meetings, official correspondence, audit reports, and other documents. To aid in measuring the success in policy implementation and concomitant change in organizational culture, veteran employees of the System were interviewed. Their opinions and impressions of the changes help to explain the impact on the System and whether these organizational changes create a new environment which discourages a future lapse in ethical leadership. Recommendations derived from the research are generalized and intended to inform future education leaders charged with the task of leading a similar reformation and recovery process. Book excerpt: Author's abstract: This research project explores the predominant leadership characteristics among community college presidents as measured by Bass and Avolio's transformational leadership continuum, the degree of collective teacher efficacy among faculty, and any correlation that exists between them. The populations studied are the presidents and faculty of community colleges in Alabama. Two instruments were employed, the Multifactor Leadership Questionnaire (MLQ) developed by Bass and Avolio (1995) and Goddard's CE-SCALE (2000, 2002), as a measure of collective teacher efficacy. The researcher found evidence of mid-range collective efficacy scores among faculty and strong evidence of pervasive transformational leadership characteristics among college presidents. The researcher also found a positive correlation using Spearman coefficients between the degree of transformational leadership characteristics and the degree of collective teacher efficacy among four of the five dimensions of transformational leadership on the leadership continuum. Correlation was most pronounced for Idealized Influence (Behavior), which centers on the fact that transformational leaders communicate their most important values and sense of purpose to followers, a characteristic that promotes a collective and cohesive view of institutional purpose. Although a slightly negative correlation was found for Idealized Influence (Attributes), modest positive correlations were also found for Inspirational Motivation, Intellectual Stimulation, and Individual Consideration.
