Therefore, it is important to use accurate and reliable methods to monitor any change. During this century, and, in particular, the last three decades, tide-gauge records have been used to show these changes related to the world's oceans. Aubrey and Emery suggest, however, that tidal gauges should not be used unquestioningly as a benchmark for measuring eustatic sea-level changes. Tectonism, subsidence, ocean current variability, and human activity can, and do, affect the accuracy of these records. Understanding the reasons for changes in land and sea levels is essential for the proper development of coastal regions. The results of this study provide guiding data for scientific, engineering, and policy solutions to coastal flooding. Determining the true causes of relative subsidence, and how to use geological and oceanological controls, will allow us to exist within our natural environment, rather than force nature to conform to our legal and temporary 'remedies.'

Book excerpt: Under the auspices of the International Association for Physical Sciences of the Ocean (IAPSO) a committee was established to identify the oceanographic and geophysical requirements for fixing Tide Gauge Bench Maries (TGBM's) in an absolute terrestrial coordinate system; to evaluate the technology for fixing TGBM's; and to malce recommendations to the Commission on Mean Sea Level and Tides (IAPSO) of a strategy for coordinated global fixing ofTGBM's and for making the results centrally·available. To meet these goals, the committee met for a several day session at the Woods Hole Oceanographic Institution in November, 1988. From this workshop came a series of technical conclusions, plus specific recommendations to achieve the goals of the committee. Included in these discussions were Very Long Baseline Interferometry, Satellite Laser Ranging, Lunar Laser Ranging, Global Positioning System, and Absolute Gravity Meters, as well as mechanisms for logging and distributing the results from these systems, perhaps via the Permanent Service for Mean Sea Level (PSMSL) in Britain.

Whilst the potential effects of political disagreement, economic inequalities and social differences are relatively well understood, the impact of environmental change is often poorly appreciated by decision-makers. New approaches have been examined for monitoring of hazardous landslide processes, including early warning systems, and near-real-time 3D data processing and visualization. The scientific problems of environmental systems design have been discussed and approaches for their implementation have been suggested. New integrated remote sensing techniques consisting mainly of hyperspectral and radar imagery are presented together with the processing of monitoring data using GIS techniques and, in particular, dynamic visualization. Attention is also given to conceptual issues of environmental and energy security and the role of education, to help resolve environmental problems through cooperation in the development of the European energy supply infrastructure.

Book excerpt: ABSTRACT: Estimation of global mean sea level change has become an area of interest for scientists in recent decades because of its importance as an indicator of climate change. Climate models predict varying degrees of change in global temperature and global sea level over the next 100 years. One way to check the validity of the models is to estimate sea level change over the last century and constrain the models to match these estimates. Traditionally, sea level change estimates have been calculated using long time series from tide gauges. There are some disadvantages to this approach however, since tide gauges have limited spatial coverage and make measurements relative to a land reference point that may be undergoing uplift or subsidence. Satellite altimetry has also been used in recent years to estimate sea level changes, but these measurements are subject to drift errors and must be calibrated. Mitchum (1998, 2000) has developed a method using the global network of tide gauges to calibrate altimeters that enables estimation of sea level change with a precision of 0.4 mm/yr. Errors in the estimates arise from a variety of sources, but the error of primary concern is that due to land motion at the tide gauge stations. In the present study we will investigate ways to improve the land motion estimate and thus reduce the error.
