The second half of the book delves more deeply into theoretical analyses of features, such as agreement, ellipsis, and discourse properties, which are found in some languages of the Caucasus. Using Iraqi Kurds and the Abkhaz of Georgia as case studies, this book addresses how ethnic identities become politicized across boundaries by states and political entrepreneurs, leading to mobilization of ethnic populations. This book bridges Middle Eastern studies with Post-Soviet studies, exploring the commonalities of cases in these regions to draw out patterns in cases of ethnic mobilization. It also provides a theoretical framework to examine the process of ethnic mobilization. Building on this theoretical framework, the book provides a detailed empirical analysis of the case studies of the Kurds in Iraq and the Abkhaz in Georgia. Analysis of both cases shows several common variables in cases of ethnic mobilization, including ethnic entrepreneurs, political opportunity structure, ethnic identity politicization, and resource mobilization. These variables form the environment in which ethnic mobilization occurs, motivated by such factors as state policy towards ethnic groups and external intervention to support ethnic groups.

Moreover, it offers a unique vantage point on the tie between language and culture. While linguists and ethnographers grapple with defining the relationship of language to culture, or of language and culture to identity, the Soviets knew that language is an integral and inalienable part of culture. The former Soviet Union provides an ideal case study for examining these relationships, in that it had one of the most deliberate language policies of any nation state. This is not to say that it was constant or well-conceived; in fact it was marked by contradictions, illogical decisions, and inconsistencies. Yet it represented a conscious effort on the part of the Communist leadership to shape both ethnic identity and national consciousness through language. As a totalitarian state, the USSR represents a country where language policy, however radical, could be implemented at the will of the government. Furthermore, measures (such as forced migrations) were undertaken that resulted in changing population demographics, having a direct impact on what is a central issue here: the very nature of the Soviet population. That said, it is important to keep in mind that in the Soviet Union there was a difference between stated policy and actual practice. There was no guarantee that any given policy would be implemented, even when it had been officially legislated.

Of particular concern is the post-Soviet space, which remains in the most difficult process of transformation. The Georgian-Abkhaz conflict, which entered a sharp phase in 1992, was one of the first and most lengthy (1992–2008) international conflicts in the former Soviet Union. Complex factors, such as the deep roots of the confrontation, the great human sacrifices of the political parties during the hostilities, the high degree of defensive involvement of the entire population of Abkhazia, and the asymmetry in the approaches of the parties, all determine the need for an analysis of the nature and the origins and dynamics of the Georgian-Abkhazian conflict. This book identifies the nature and the origins of the Georgian-Abkhaz conflict and the causes of the inefficiency of the official negotiation process, and it evaluates the hypothesis of a possible federalist transformation of the institutions of both Georgia and Abkhazia. In the international panorama, federalism, in fact, is being increasingly considered as an instrument of conflict transformation in the case of conflicts based on cultural diversity and ethnicity.

Increasingly, engagement without recognition is seen as a promising approach to conflict resolution in de facto states, but little is known about its implementation and results. This book addresses that lacuna and develops an analytical model to assess international engagement, focusing on implementation on the ground. This model enables a comprehensive analysis of international engagement's scope, areas, and methods. Further, the book also explores the context of engagement in de facto states, which has a significant impact on its implementation and results. In this way, the book also advances our understanding of the opportunities, obstacles, and limitations of engagement without recognition. The analysis is based on the current EU engagement in Abkhazia and draws from other cases in the Caucasus, Eastern Europe, and beyond and finds that international engagement with de facto states is more comprehensive and multifaceted than previously known.
