Long before the development of powerful commercial fishing vessels, tribal communities sought fish and other marine life for food and ceremonial purposes. Today, there is a significant tourism sector around diving and snorkelling.Commercial and recreational fisheries often compete for the same fish stock. Together these two groups compete with those who wish to promote a 'look but don't take' attitude to fish. And in some cases, traditional indigenous fishers have special demands that can be inconsistent with the needs of other groups.The limited nature of fish stocks can lead to arguments between these different groups. Too often the arguments are based on a wrong use of economic data. Access to and sharing of fisheries resources need not necessarily be based on economic data and principles, but if they are, the proper approach must be used.This book sets out in clear language, with simple examples, the correct economic method to be used. The aim is to improve decision-making so that everyone can enjoy a seafood meal, drop a line in the water or observe fish in a natural environment without unnecessary conflict.

The focus is on Australia, but comparisons with the experience of other countries are also made throughout. The authors examine in detail the relationships between water economics and supply, and the needs for tourism and recreation. The book discusses water use and access and the conflict between urban and recreational demands. It considers the institutional arrangements around water and the significance of property rights, including water markets and water pricing. Theoretical and practical models for increasing collaboration and cooperation such as the use of trusts are also developed and water trusts in the USA are examined. Specific chapters highlight the role of interest groups, such as the boating industry, to influence policy thinking and the practical trade-offs between access to urban water supplies and the requirements of recreation. Tourist behavior in relation to water use and pricing is also assessed.

A decade on, the experiment in carbon trading is failing. Carbon market schemes have been plagued by problems and resistance to carbon pricing has come from the political Left and Right. In the Australian case, a national emissions trading scheme (ETS) was dismantled after a long, bitter public debate. The replacement ‘Direct Action Plan’ is also in disrepute. Pricing Carbon in Australia examines the rise and fall of the ETS in Australia between 2007 and 2015, exploring the underlying contradictions of marketised climate policy in detail. Through this and other international examples, the book offers a critique of the political economy of marketised climate policy, exploring why the hopes for global carbon trading have been dashed. After many years of increasing production, the global marine and inland catch from natural stocks declined from the 1989 peak of about 89 million tons to 85 million tons in 1993. Aquaculture production did not increase enough to meet the shortfall, and total production also fell in 1990 and 199. Present indications are that production from natural stocks will be below the current level in the year 2020; at best, it will maintain its present level. The author addresses five major issues: (1) maximizing the use of aquatic resources; (2) resource management; (3) intensification of fisheries exploitation; (4) integration of fisheries and aquaculture; and (5) the difficult problem of balancing national versus international interests.
