Book excerpt: It is widely thought that state ownership of natural resources, oil and natural gas in particular, causes countries to fall under the sway of the “resource curse.” In such cases, governments allegedly display “resource nationalism,” which destabilizes the economy, society, and politics. In this book, David R. Mares dispels these beliefs and develops a powerful new account of the relationship between state resource ownership and energy policy. Mares examines variations in energy policy across a wide range of countries, underscoring the fact that in most of the world outside the United States, subsoil natural resources are owned by the state. He considers the history of Latin American oil and gas policies and provides an in-depth analysis of Venezuela from 1989 to 2016—before, during, and after the presidency of Hugo Chávez. Mares demonstrates that the key factors that influence energy policy are the inclusiveness of the political system, the level of competitiveness within policy making, and the characteristics of individual leaders. Domestic politics, not state ownership, determines the effectiveness and efficiency of energy policies: the “resource curse” is avoidable. Drawing on these findings, Mares reconceptualizes resource nationalism, arguing that government intervention into resource extraction is legitimate as long as the benefits are shared through the provision of public goods. Between 1760 and 1940, the economies of most countries in the Spanish Caribbean came to depend heavily on the export of plant products, such as coffee, tobacco, and sugar. After the mid-nineteenth century, this model of export-led economic growth also became a central tenet of liberal projects of nation-building. As international competition grew and commodity prices fell over this period, Latin American growers strove to remain competitive by increasing agricultural production. By the turn of the twentieth century, their pursuit of export-led growth had generated severe environmental problems, including soil exhaustion, erosion, and epidemic outbreaks of crop diseases and pests. This book traces the history of the intersections between nature, economy, and nation in the Spanish Caribbean through a history of the agricultural and botanical sciences. Growers and governments in Venezuela, Puerto Rico, Cuba, Colombia, and Costa Rica turned to scientists to help them establish practical and ideological control over nature. They hoped to use science to alleviate the pressing environmental and economic stresses, without having to give up their commitment to export-led growth. Starting from an overview of the relationship among science, nature, and development throughout the export boom of 1760 to 1930, Stuart McCook examines such topics as the relationship between scientific plant surveys and nation-building, the development of a "creole science" to address the problems of tropical agriculture, the ecological rationalization of the sugar industry, and the growth of technocratic ideologies of science and progress. He concludes with a look at how the Great Depression of the 1930s changed the paradigms of economic and political development and the role of science and nature in these paradigms.

Book excerpt: Canada’s social, economic, political, and environmental impacts on the Western Hemisphere have been largely overlooked by historians and other social scientists. Most narratives of the relationships between North America and the emerging markets of the south disproportionately focus on the United States. By downplaying Canada’s role, these narratives have fallen short in reconstructing the history of the region. Opportunism and Goodwill fills in these historical gaps, looking at the dynamics of the relationship between Canada and Colombia as they were spearheaded by Canada’s private sector. Stefano Tijerina argues that since the first era of globalization during the second half of the nineteenth century, Canada’s private sector has carved out niche markets across Latin America, sometimes working independently and in other instances working on behalf of foreign interests. In his historical analysis of these temporal and spatial dimensions, Tijerina shows that the long-term economic development of Canada and Colombia was intertwined and interdependent, ultimately stressing the importance of transnational approaches to the study of history. Contributing to questions about Canada’s "goodwill" and other benevolent constructs, Opportunism and Goodwill sets the historical foundation for current debates about Canadian industries across the world.

Book excerpt: Before it became the center of Latin American drug trafficking, the Colombian city of Medellín was famous as a success story of industrialization, a place where protectionist tariffs had created a “capitalist paradise.” By the 1960s, the city’s textile industrialists were presenting themselves as the architects of a social stability that rested on Catholic piety and strict sexual norms. Dulcinea in the Factory explores the boundaries of this paternalistic order by investigating workers’ strategies of conformity and resistance and by tracing the disciplinary practices of managers during the period from the turn of the century to a massive reorganization of the mills in the late 1950s. Ann Farnsworth-Alvear’s analyses of archived personnel records, internal factory correspondence, printed regulations, and company magazines are combined with illuminating interviews with retired workers to allow a detailed reconstruction of the world behind the mill gate. In a place where the distinction between virgins and nonvirgins organized the labor market for women, the distance between chaste and unchaste behavior underlay a moral code that shaped working women’s self-perceptions. Farnsworth-Alvear challenges the reader to understand gender not as an opposition between female and male but rather as a normative field, marked by “proper” and “improper” ways of being female or male. Disputing the idea that the shift in the mills’ workforce over several decades from mainly women to almost exclusively men was based solely on economic factors, the author shows how gender and class, as social practices, converged to shape industrial development itself. Innovative in its creative employment of subtle and complex material, Dulcinea in the Factory addresses long-standing debates within labor history about proletarianization and work culture. This book’s focus on Colombia will make it valuable to Latin Americanists, but it will also appeal to a wide readership beyond Latin American and labor studies, including historians and sociologists, as well as students of women’s studies, social movements, and anthropology.
