Book excerpt: On May 8, 1959, the evening news shocked Los Angeles residents, who saw LA County sheriffs carrying a Mexican American woman from her home in Chavez Ravine not far from downtown. Immediately afterward, the house was bulldozed to the ground. This violent act was the last step in the forced eviction of 3,500 families from the unique hilltop barrio that in 1962 became the home of the Los Angeles Dodgers. John H. M. Laslett offers a new interpretation of the Chavez Ravine tragedy, paying special attention to the early history of the barrio, the reform of Los Angeles's destructive urban renewal policies, and the influence of the evictions on the collective memory of the Mexican American community. In addition to examining the political decisions made by power brokers at city hall, Shameful Victory argues that the tragedy exerted a much greater influence on the history of the Los Angeles civil rights movement than has hitherto been appreciated. The author also sheds fresh light on how the community grew, on the experience of individual home owners who were evicted from the barrio, and on the influence that the event had on the development of recent Chicano/a popular music, drama, and literature.

Over the next two centuries, the region underwent a dramatic transformation. The counts of Barcelona secured title to the neighboring kingdom of Aragon through marriage and this newly constituted Crown of Aragon, after numerous failed attempts, finally conquered the Islamic states positioned along its southern frontier in the mid-twelfth century. Successful conquest, however, necessitated considerable organizational challenges that threatened to destabilize, politically and economically, this triumphant regime. The Aragonese monarchy's efforts to overcome these adversities, consolidate its authority, and capitalize on its military victories would impose lasting changes on its governmental framework and exert considerable influence over future expansionist projects. Despite huge power imbalances in the United States' favor, significant capacity-building efforts, and repeated tactical victories by what many observers call the world's best military, the wars in Afghanistan and Iraq turned intractable. The US government's fixation on zero-sum, decisive victory in these conflicts is a key reason why military operations to overthrow two developing-world regimes failed to successfully achieve favorable and durable outcomes. In Zero-Sum Victory, retired US Army colonel Christopher D. Kolenda identifies three interrelated problems that have emerged from the government's insistence on zero-sum victory. First, the US government has no organized way to measure successful outcomes other than a decisive military victory, and thus, selects strategies that overestimate the possibility of such an outcome. Second, the United States is slow to recognize and modify or abandon losing strategies; in both cases, US officials believe their strategies are working, even as the situation deteriorates. Third, once the United States decides to withdraw, bargaining asymmetries and disconnects in strategy undermine the prospects for a successful transition or negotiated outcome. Relying on historic examples and personal experience, Kolenda draws thought-provoking and actionable conclusions about the utility of American military power in the contemporary world—insights that serve as a starting point for future scholarship as well as for important national security reforms.

Book excerpt: The multicultural region of Central Eurasia is living through its early post-independence years and as such serves as an ideal case to study and analyse theories of identity and foreign policy in a non-European context. Looking to re-introduce identity as a multidimensional factor informing state behaviour, this book analyses the experiences of the different Central Eurasian states in their post-independence pursuits. The book is structured into two broadly defined sections, with the first half examining the different ways in which the combination of domestic, regional, international and trans-national forces worked to advance one national identity over the others in the states that comprise the region of post-Soviet Central Eurasia. In the second half, chapters analyse the many ways in which identity, once shaped, affected foreign policy behaviours of the regional states, as well as the overall security dynamics in the region. The book also looks at the ways in which identity, by doing so, enjoys an intricate, mutually constitutive relationship with the strategic context in which it bears its effects on the state and the region. Finally, given the special role Russia has historically played in defining the evolutionary trajectory of the regional states, the book discusses the ways in which Russia itself and its post-cold war policies towards its former colonies have been conditioned by factors associated with Russia’s evolving post-Soviet identity. Book excerpt: Latinos, along with other new immigrants, are not being incorporated into U.S. politics as rapidly as their predecessors, raising concerns about political fragmentation along ethnic lines. In Counting on the Latino Vote, Louis DeSipio uses the first national studies of Latinos to investigate whether they engage in bloc voting or are likely to do so in the future. To understand American racial and ethnic minority group politics, social scientists have largely relied on a black-white paradigm. DeSipio gives a more complex picture by drawing both on the histories of other ethnic groups and on up-to-date but underutilized studies of Hispanics' political attitudes, values, and behaviors. In order to explore the potential impact of Hispanics as an electorate, he analyzes the current Latino body politic and projects the possible voting patterns of those who reside in the United States but do not now vote.
