Book excerpt: "We are now transitioning from an air force into an air and space force on an evolutionary path to a space and air force."1 Less than two years after announcing this latest vision, the Air Force changed the terminology from "air and space" to "aerospace." The vision is certainly plausible, but there is a tremendous difference between adopting a particularly appealing bumper sticker slogan and implementing a real plan to accomplish the transition to an aerospace force. This project looks to the history of US naval aviation to determine if the effort to integrate aviation into the Navy from 1921 to 1941 provides a suitable framework for the Air Force to emulate as it integrates space into Air Force operations. The intent of this comparison is to measure the progress of space integration into the Air Force against this historical precedent, to identify areas suggested that would benefit from increased attention, and to recommend improvements that could facilitate the integration of space power into the Air Force. Global Engagements call to integrate space into the Air Force is the third such initiative since 1989.2 That the Air Force began such a course of action again in 1997 implies that it did not fully integrate space during the previous two attempts. Remarks from the most senior levels of the Air Force suggest that the latest integration program is off to a slow start. Early in his tenure as chief of staff of the Air Force, Gen Michael E. Ryan said the concept of becoming a space and air force is a "good road map, a good glide path for us. It's now up to us to go out and execute it. "3 Gen Howell M. Estes III, former commander of Air Force Space Command, said, "I would have to say that the Air Force still has a long way to go in becoming an air and space force, much less a space and air force, and that's not a surprise to anybody.

Book excerpt: The Air Force, as part of its vision for the 21st century, claims to be an Air and Space Force transitioning to a Space and Air Force. In order to reach the goal of becoming a Space and Air Force, or using more recent terminology an Aerospace Force, the Air Force must first understand the need for space and how space can be applied to meet requirements set forth in the National Security Strategy (NSS). Joint Vision 2010, the Air Force's Global Engagement, and several long-range plans all establish requirements that can only be fulfilled through the application of spacepower. To capitalize on the full potential of space, the Air and Space Force must cultivate a complete understanding of the medium (space-mindedness), modify the current National Space Policy and international agreement obligations, develop new space doctrine, and fund and acquire new space systems. A complete understanding of the space medium or space-mindedness can be achieved by educating the American public, the national and military leadership, and the space leadership in particular. Current national space policy must be changed to allow the Department of Defense to defend both national and commercial space assets and ensure the space assets supporting worldwide military operations are protected. Since most of the treaties require a five-year withdrawal period, the U.S. should not wait until a national crisis or space attack occurs to start deploying a national space defense. Nor should it ignore how a force of omnipresent, unmanned, pre-deployed systems would enhance the Aerospace Expeditionary Force concept with the capability to deliver combat power anywhere in the world within minutes. New space capabilities will not be cheap or simple. The U.S. must maintain its lead in space by major funding and technology development in space.

This volume presents two important papers on United States military space. The first paper, "What is Spacepower and Does It Constitute a Revolution in Military Affairs?", examines the concept of "spacepower" as it is emerging within the U.S. military and business sectors to establish the basis for military space roles and implications. It also posits military-commercial sector linkages as the best near-term road map for future development. As commercial activities expand the importance of United States space, and as technological advances enable military missions, Hays sees expanded military roles, including space weaponization, on the horizon. He concludes that military space has already had a significant impact on the American way of war. That trend will only continue as the promise of a true space-led revolution in military affairs awaits eventual space weaponization. Given an increasingly important U.S. commercial and military presence in space, the second paper, "Space-Related Arms Control and Regulation to 2015: Precedents and Prospects," presents a detailed analysis of existing regulations and controls that constrain and shape military space use and development. It also presents a comprehensive examination of current and future issues that will define likely arenas of international efforts to further control military space. The United States must be very aware of the possible consequences for its overall commercial and military space efforts in addressing these issues. Finally, the paper suggests areas where some current regulatory emphasis could benefit the United States, indicating areas for current policy emphasis. Together, the two papers provide a timely and important examination of the current state and the likely future of United States military space.

Book excerpt: Since the mid-1940s, when Vannevar Bush and Theodore von Karman wrote Science, the Endless Frontier and Toward New Horizons, respectively, there has been a consensus that strong Department of Defense support of science and technology (S&T) is important to the security of the United States. During the Cold War, as it faced technologically capable adversaries whose forces potentially outnumbered U.S. forces, the United States relied on a strong defense S&T program to support the development of technologically superior weapons and systems that would enable it to prevail in the event of conflict. Since the end of the Cold War, the United States has relied on its technological superiority to maintain a military advantage while at the same time reducing the size of its forces. Over the past half-century, creating and maintaining a technologically superior military capability have become fundamental to U.S. national security strategy, and investment in S&T has become a basic component of the defense budget. In late 1998, Congress asked the Secretary of Defense to conduct a study, in cooperation with the National Research Council (NRC), on the S&T base of the U.S. Department of Defense (DoD). Congress was particularly concerned about areas of the S&T program related to air systems, space systems, and supporting information systems. Its concern was based on the Air Force's reduction of its S&T program from the largest of the three military service programs to the smallest. Congress also wanted to ensure that the Air Force maintained an appropriately sized S&T workforce. In late 1999, the Deputy Under Secretary of Defense for Science and Technology asked the NRC to conduct a study to explore these issues.

Book excerpt: This report presents the results of a study chartered by the Air Force Chief of Staff to establish a Vision of aerospace command and control (C2) for the 21st century by evaluating the current state of C2 and developing a migration strategy and process improvements that will allow movement from the current status toward that Vision. The study panel concluded that the fundamental structure of current Air Force C2 is not broken, however, the process of C2 could be made more efficient and effective by the application of information technologies. The panel's Vision for future C2 is simply stated as 'global command and control of aerospace forces throughout the spectrum of military operations by exploiting information to know, predict, and dominate the battlespace.' The mission associated with this Vision is to 'engage aerospace forces to observe, shape, and affect the battlespace and to operate these forces in a joint or coalition environment as directed.' The migration strategy to move toward this Vision focuses on Advanced Concept Technology Demonstrations to initiate operations concept development in concert with developing technologies. The major thrusts of the migration strategy address improvements in C2, communications, reconnaissance and surveillance platform 'right sizing, ' data warehousing, and integrated command center information fusion and display. Finally, the panel recommends the establishment of a C2 Enterprise to institutionalize a process to ensure rapid exploitation of technology advances as the Air Force continues to modernize its C2 systems.
