The purpose of the CEAMOD is to project the possible savings which would be achieved from an Engineering Change Proposal's (ECP) implementation. The thesis begins by describing the model's background, basic assumptions, and format. Next, a detailed description of each page and the cell formulas used in each column of the spreadsheet are provided. A 'getting started' user's guide was also created to provide the user with the basic information necessary to actually use the CEA Deck/EXCEL spreadsheet software. An example of each page of the CEA model is provided as well as the Standard History File fleet input pages.

Book excerpt: This thesis investigated the effect of integerization in the Cost Effectiveness Analysis Spreadsheet Model (CEAMOD Version 2.0) used by the Navy and the Air Force for decision-making in their aircraft engine Component Improvement Programs (CIP). A non-integerized model was developed and sensitivity analysis was performed to determine the cost drivers of the revised model. Three major cost drivers were then utilized as sensitivity analysis tools for comparing the decision values obtained from the current model with those obtained from the revised model. The author concluded that while the non- integerized CEAMOD is more theoretically correct, it would not lead to different decisions than CEAMOD Version 2.0.

The current model assumes the exponential distribution for all unscheduled failures. This thesis explores whether the Weibull distribution can be used in the CEAMOD. This process is performed through the use of a simulation program and spreadsheet analysis. The thesis first examines past concerns that the use of the Weibull will create cyclic annual numbers of failures of a component over an engine's life. It then examines the empirical distributions of the number of failures per year generated from simulations for a range of Weibull parameters and compares these with the Poisson distribution resulting from the current CEAMOD assumption of exponential times between failures. Finally, it considers how life cycle costs considered by the CEAMOD will change if the Weibull distribution is assumed. The conclusion is that the nature of the distribution of the annual number of failures should be studied further before the Weibull is incorporated in the CEAMOD.

Book excerpt: This thesis examines the Cost Effectiveness Analysis (CEA) model used by the Air Force to assist with the decision making process of their Cost Improvement Program (CIP). The emphasis was on studying the model for its use in the Naval Component Improvement Program. With an example provided by General Electric, a sensitivity analysis was performed to determine the cost drivers of the model. For the example, the major cost drivers were found to be the Incorporation Style, Kit Hardware Cost, and the Spare Part Factor. Next a simple simulation was conducted to determine how random component failures affect the life cycle cost variability of the CEA model. The author concluded that additional simulation studies should be conducted for other causes of variation. A detailed analysis of the model formulas and assumptions are needed as part of a users' manual.

The CACE model was designed with a 'building block' approach to estimate annual operating costs of aircraft weapon systems. The model is useful to Air Force organizations, other Government agencies, and government contractors for cost analysis, life cycle cost exercises, or studies concerned with cost effectiveness comparisons between weapon systems. The program described in this paper provides the user with a means of using the CACE model with a hand-held programmable calculator, eliminating lengthy manual computation or the necessity of using a computer. With its calculator connected to the Texas Instruments 'PC-100A Print Cradle, ' the program allows the user to select among several cost factor input methods, estimate output formats, and summarization options.

Book excerpt: Economic tools are needed to help the owners and managers of buildings, industrial facilities, and other critical infrastructure to select cost-effective combinations of mitigation strategies that respond to natural and man-made hazards. Economic tools include evaluation methods, standards that support and guide the application of those methods, and software for implementing the evaluation methods. This document focuses on Version 4.0 of the Cost-Effectiveness Tool (CET 4.0); it describes: the input data requirements for the software, the hierarchy of software screens, the evaluation methods employed and their associated standards, the strategy for analyzing complex decision problems, the types of reports produced, and on-line help features. Decision makers typically experience uncertainty about the correct values to use in establishing basic assumptions and in estimating future costs. When projects are evaluated without regard to uncertainty of inputs to the analysis, decision makers may have insufficient information to measure and evaluate the financial risk associated with the alternative combinations of mitigation strategies. CET 4.0 addresses uncertainty and financial risk in a structured, three-part manner. First, best-guess estimates are used to establish a baseline analysis. Second, a sensitivity analysis is performed in which selected inputs are varied about their baseline values. Third, a Monte Carlo simulation is performed to obtain an explicit measure of financial risk associated with the alternative combinations of mitigation strategies. Guidance is also given on how to choose the most cost-effective risk mitigation plan from a set of alternative combinations of mitigation strategies.

The focus on the elements of the two models and the reasonableness of each model's results. A sensitivity analysis was performed on significant input parameters to determine what effect errors in these parameters would have on the predicted return-on-investment (ROI) results. The author concluded that, although the models provide insight into life cycle costs (LCC) of aircraft engines, they are extremely sensitive to errors in certain input variables and should not be relied upon for CIP budget justification.
