The Army specifically conducts operation assessments to measure the effectiveness of employing military forces. The assessment process is an iterative activity that is present throughout the mission planning process. The current state of operation assessments is the result of doctrine and methodology developed over the past decades of warfare. However, the need for further development of the assessment process has been identified by several stakeholder groups within the ecosystem. This research aims to provide a thorough analysis of the operation assessment enterprise and provide recommendations for opportunities of architectural improvement. The research methodology includes a literature review, stakeholder assessments and interviews, and systems analysis methods applied within an Architecting for Innovative Enterprise Strategy (ARIES) framework to assess current state conditions and identify opportunities of transformation for a future state system. The proposed future state elements are then analyzed to determine an increase of value delivery across multiple levels of the assessment process. The research identifies opportunities in system design that can be further developed to better deliver value to stakeholders. The implementation of assessment-specific training is assessed to have the most impactful effect upon multiple levers of the system. Additional capability awareness training and advocacy of the process to key stakeholders can also work to propagate more effective assessment products and services. Finally, the analysis of assessment capabilities as an accumulation of information supports recommendations to implement measures that better capture and disseminate experience within the system.

It was sponsored by Panel VII (on Defense Applications of Operational Research) of NATO's Defense Research Group (DRG) and took place 27-29 July 1982 at NATO headquarters in Brussels. Except perhaps for the Theater-Level Gaming and Analysis Workshop, sponsored by the Office of united 1 states Naval Research in 1977 , this symposium was the first international scientific meeting on Operations Research/Systems Analysis in the area of land/air war fare since the conference on Modeling Land Battle Systems 2 for Military Planning sponsored by NATO's Special Pro gramme Panel on Systems Science in 1974. That conference dealt primarily with modeling small unit (company, bat talion) engagements and, to a lesser extent, large unit (corps, theater) campaigns with principal emphasis on attrition processes and movement in combat. It was considered as rather successful in that it revealed the state-of-the art around 1972 and identified problem areas and promising approaches for future developments. lWith regard to foreign attendance, this wo- shop was largely limited to participants from the United Kingdom and the Federal Republic of Germany (see L.J. Low: Theater-Level Gaming and Analysis Workshop for Force Planning, Vol II-Summary, Discus sion of Issues and Requirements for Research, SRI Report, May, 1981).

Furthermore, this handbook supplements doctrinal publications by providing detailed guidance to conduct effects assessment, task assessment, and deficiency analysis. Commanders, assisted by their staffs and subordinate commanders, along with interagency and multinational partners and other stakeholders, will continuously assess the operational environment and the progress of the operation toward the desired end state in the time frame desired. Based on their assessment, commanders direct adjustments, thus ensuring the operation remains focused on accomplishing the mission. Assessment is applicable across the range of military operations. It offers perspective and insight, and provides the opportunity for self-correction, adaptation, and thoughtful results-oriented learning. Assessment is a key component of the commander's decision cycle, helping to determine the results of tactical actions in the context of overall mission objectives and providing potential recommendations for the refinement of future plans. Assessments provide the commander with the current state of the operational environment, the progress of the campaign or operation, and recommendations to account for discrepancies between the actual and predicted progress. Commanders then compare the assessment against their vision and intent and adjust operations to ensure objectives are met and the military end state is achieved. First, assessment must determine "where we are." The assessment process must examine the data received and determine, in relation to the desired effects, the current status of the operation and the operational environment. This is the most basic and fundamental question that assessment must answer. The second fundamental issue that assessment must address is "so what and why" (i.e., what does the data mean and what is its significance)? To answer this question, the assessment team will examine the measure of effectiveness indicators, both individually and in relation to each other. Finally, and perhaps most importantly, assessment must begin to address the "what's next?" Assessment must combine the analysis of the "where we are" and the "so what" and develop thoughtful, logical guidance for the command's planning efforts. Assessments are interrelated and interdependent. Although each level of assessment may have a specific focus and a unique battle rhythm, together they form a hierarchical structure in which the conduct of one level of assessment is crucial to the success of the next. Theater strategic and operational-level assessment efforts concentrate on broader tasks, effects, objectives, and progress toward the end state, while tactical-level assessment primarily focuses on task accomplishment. This handbook provides users with a pre-doctrinal reference describing how to conduct assessment execution and planning. Its primary purpose is to improve the US military's assessment process through educating the user on basics, best practices, and processes. This handbook was developed based on observations at combatant commands as well as joint task force staffs. It was developed in close coordination with, and used significant input from, both civilian and military subject matter experts. Assessment is a collaborative effort between the joint force, interagency and multinational partners, and other stakeholders. As such, this handbook addresses the necessity for an inclusive assessment process and effort at every level. It also presents some assessment resources developed by other stakeholders and currently in use throughout the world.

Book excerpt: Lifelong Learning Centers (LLCs) comprise a suite of technologies that enable online posting of schoolhouse curricula and collaboration among distributed learners. These technologies connect the field Army to Army schoolhouses, simultaneously improving course currency and supporting training in the field. The impact of lifelong learning on organizational excellence seems clear. However, it is unknown how LLCs promote readiness using educational technology and how LLC effectiveness should be measured. The purpose of this research was to develop a comprehensive, generalizable framework for conceptualizing the effectiveness of LLCs and for capturing the drivers of success. The framework and associated metrics were used to conduct an evaluation of a pilot LLC located at Fort Leavenworth. This evaluation indicated the importance of taking a causal approach. An assessment of outcomes alone would have indicated that the initiative had achieved its goals but would have obscured the fact that some of these goals--teaching and learning effectiveness--were achieved largely independently of the use of learning technologies. The basis of the framework in theory makes it generalizable not only across current and future LLCs, but also across other blended learning initiatives, addressing a gap in the scholarly literature regarding the effectiveness assessment of educational technology.
