Book excerpt: "In response to several high-profile incidents of sexual misconduct by military training instructors (MTIs) during Basic Military Training (BMT), in 2012 the U.S. Air Force's Air Education and Training Command (AETC) asked RAND Project AIR FORCE to develop an integrated survey system to help address abuse and misconduct towad trainees in the BMT environment. Based on an extensive review of relevant materials--including internal AETC investigations of these incidents, Air Force and Department of Defense policies, and the scientific literature--trainee experiences and related reporting behaviors for the following abuse and misconduct categories: trainee bullying, maltreatment and maltraining, unprofessional relationships, sexual harassment, and unwanted sexual experiences. The survey also measures individual perceptions of the squadron climate and BMT feedback and support systems. The MTI survey assesses the extent to which MTIs were aware of trainees experiencing abuse, as well of their perceptions of the related squadron climate and MTI reporting behaviors. The MTI survey also includes a section on MTI quality of life, including job attitudes, the work environment, and job stressors. The report concludes with recommendations about survey administration, reporting the results, and additional areas for improvement to better track and monitor actual instances of and the potential for abuse and misconduct"--Cover page 4.

Book excerpt: This is a report of an occupational survey of the Personnel career ladder, conducted by the Occupational Analysis Flight, Air Force Occupational Measurement Squadron (AFOMS). This report ensures that current data are available for use in guiding the development and evaluation of training and support planned changes within this career ladder. This survey includes all three components - Active Duty (AD), Air National Guard (ANG), and Air Force Reserve Command (AFRC) - in a single study. The previous OSR was completed in August 1996, and reported on a specialty that was diverse but stable. That is, there have been no dramatic mergers or divisions in this specialty for some time, and none are expected in the foreseeable future. As described in AFMAN 36-2108, Airman Classification, dated 31 October 1998, members of the 3S0X1 career field are responsible for advising military members of personnel issues and programs, including assignments, promotions, separations, and retirements. They also create, maintain, and audit personnel data system (PD S) records and perform personnel actions, such as updating computerized personnel data and conducting in and out processing. In addition, they provide casualty assistance for next of kin of deceased or missing personnel. They oversee personnel activities and functions, including inspecting personnel actions for timeliness and accuracy, and perform orderly room administration functions. The technical training school for this AFSC is located at Keesler AFB MS. The E3ABR3SO3l-004 Personnel Apprentice course is .29 days long and provides training in computer operations, personnel data systems, Personnel Concept III, personnel relocations and employment, customer support, and commander's support staff functions. The Community College of the Air Force awards 9 credit hours upon course completion.

Book excerpt: USAF Behavioral Scientists (AFS 267X) are a relatively small operational group who perform very diverse jobs, primarily in Air Training Command, Air Force Systems Command, and the USAF Academy. Currently, there are about 140 officer positions authorized in this specialty which range in grade from Second Lieutenant to Lieutenant Colonel. An occupational survey of Air Force behavioral scientists and related jobs was conducted during the summer of 1981 to assess the types of jobs being performed, organization of the specialty, career patterns, job interest and satisfaction, and educational requirements for the various types of jobs. The occupational data developed in this study will be used by Air Force Manpower and Personnel Center personnel classification officials to determine if subspecialty designators (shredouts) are needed and to refine the current specialty description (AFR 36-1). The data will also be available for use in the behavioral scientist career development program. This paper will report the initial analysis of the occupational data focusing primarily on the types of jobs performed by members of the specialty. A more complete report of the behavioral scientist occupational analysis project should be available in early 1982.

Copies of this report and pertinent computer printouts are distributed to the Air Force Functional Manager, the operations training location, all major using commands, and other interested operations and training officials. Background Personnel eligible for this study were identified by using functional account codes. Personnel who were working outside of core supply squadrons, but still within the AFSC 2SOXX were selected to participate. This includes personnel who work in a variety of locations, including Civil Engineering, Security Police, Transportation, and various other locations. These personnel are Supply personnel that work in locations other than base supply. In order to compare the current special project with the previous Base Supply OSR, the job inventory (JI) was nearly identical for the two groups. The special inventory had only slight modifications made to update terminology. The only other changes made to the JI were to the background questions. The objective of this special study is to understand what is currently being done by members outside of core supply, in order to structure training programs and to secure the support of the manpower community to involve more fully the supply functional managers in the establishment of supply authorizations in other than supply accounts.

Personnel entering the AFSC 2T0X1 career ladder must attend the L3ABR2T03l, Traffic Management Apprentice course, located at Lackland AFB. This course lasts 13 weeks and students must possess a valid driving license prior to attending. Upon completion of this AFSC awarding course, the graduate is awarded the 3-skill level.
