Book excerpt: The purpose of this study was to determine if students' school-related attitudes are significantly affected by teacher classroom discipline management based upon concepts contained in Judicious Discipline: A Constitutional Perspective for School Rules (Gathercoal, 1986). The data relative to student school-related attitudes of elementary, middle, and high school students toward classroom management based upon Judicious Discipline were collected by means of a self report questionnaire. Workshops and inservice sessions were conducted by Gathercoal, the author of Judicious Discipline (1986), to disseminate the concepts within the book to administrators and teachers. The teachers involved in this study implemented these concepts into their classroom discipline management practice. The population for this study was comprised of a random sample of students from cooperating school districts of Beaverton, Corvallis and Yamhill/Carlton in the State of Oregon. A one-way analysis of variance test and a Tukey's test was used to analyze the data to test hypothesized relationships at the .05 level of significance. For the purpose of this study, eight hypotheses were tested to determine.if there exists a significant difference in attitudes among and between elementary, middle, and high school students reflected in pre- and post-test scores. Four attitudinal scales measured students' attitudes toward the teacher, toward school, toward their classmates, and toward themselves. Four hypotheses were found to be statistically significant. The results of this study indicate that students' attitude scores toward the teacher were affected by teacher classroom management based upon Judicious Discipline. In view of the findings, it is recommended that teachers make their consistent disciplinary decisions based on the concepts of Judicious Discipline.

Book excerpt: School discipline has garnered national, state and local attention in regard to the excessive use of exclusionary practices and its lifelong impact on youth. The increase in exclusionary practices has been attempted to be addressed through discipline policy reform, the push for multi-tiered systems of support, and the adoption of restorative practices. The longevity of these initiatives, however, can be thwarted by the origins of most suspensions- the classroom. This study evaluated the Progressive Accountability Classroom Intervention for Middle School (PACI-MS) to explore its impact on discipline outcomes. The PACI-MS was created through the collaboration of network school counselors, the network school psychologist, administrators, special education teachers, and general education teachers to provide support for teacher-managed behaviors. The archival discipline data for students attending an urban middle school located in the southeastern United States were reviewed for one-year pre-intervention and two years post-intervention. The discipline outcomes for 83 students was analyzed from the pre-intervention year, post-intervention year, and for the post-intervention follow-up year. This program evaluation aimed to answer the general research question: How does the Progressive Accountability Classroom Intervention for Middle School effect discipline outcomes in urban middle school students? Discipline categories that were assessed include: after-school reflection, administrative referral, suspension, and expulsion occurrences. Findings indicated that the use of the PACI-MS led to statistically significant differences in discipline data across time points and discipline categories. There were also no mean differences in discipline occurrences based on gender prior to and after PACI-MS implementation. Additionally, after-school reflection occurrences decreased in the first year of implementation but increased in the second year of implementation. Administrative referral and suspension occurrence did not have a statistically significant decrease after PACI-MS implementation. Correlation analyses, however, indicated a strong relationship between administrative referral outcomes and suspension outcomes. Select years also conveyed a strong relationship between after-school reflection occurrences and suspension outcomes. This suggests that integrated programs such as the PACI-MS created through collaboration across disciplines, is necessary to impact classroom managed behavior and referrals. Other implications for future practice, school counselor leadership & collaboration, and other areas of study are reviewed and discussed..

Book excerpt: A statewide analysis was conducted on school disciplinary incidents reported during the 2012-2013 school year--the first full year under the revised Policy 4373. Findings from the analysis are provided to help inform districts and schools about what supports they may need to improve school climate, including more positive approaches to student discipline. Method of study: Using 2012-2013 data entered into the West Virginia Education Information System (WVEIS), we conducted two sets of analyses--one focused on discipline referrals (DRs) to examine the number, seriousness, and types of behaviors and interventions used by schools; and a second addressed questions about student subgroup representation in the discipline data. Findings: The analysis used 220,656 discipline referrals entered into WVEIS, which represents a rate of 786 discipline referrals per 1,000 students. Some schools submitted no DRs, suggesting underreporting. About 45% of DRs were made for students in high school, 39% for middle school, and 17% for elementary school. About two thirds of DRs were for Level 1 minimally disruptive behaviors, followed by 27% for Level 2 and 10% for Level 3 behaviors. Referrals for the most severe and illegal behaviors (Level 4) were rare and accounted for less than 1% of all DRs. In response to these DRs, about two thirds of interventions/consequences used by schools were detentions, in-school suspensions, or out-of-school suspensions (26%, 19%, and 17%, respectively). About a third of interventions/consequences for Level 1 minimally disruptive behaviors were some type of detention. However, nearly 27% were in-school suspensions or out-of-school suspensions. There also were 12 expulsions-related actions associated with Level 1 behaviors, which may be disproportionate to the behaviors involved. Nearly 80% of students were absent from the discipline data (no DRs were made for them), while many other students were referred for only a single offense. Students with multiple referrals, however, accounted for 88% of all DRs. Many students were reported for five or more offenses; the highest number for a single student was 71. Black students and students with disabilities were present in the discipline data at rates higher than their representation in the overall student population. Risk ratio calculations indicate Black students to be about two or more times more likely to experience suspensions--although this disparity is lower in West Virginia than for the majority of other states. Students with disabilities also are at higher risk. Limitations of study. 2012--2013 was a transition year as West Virginia deployed a new discipline management system. It is not clear what effect this transition had on the completeness or accuracy of data summarized in this report. Recommendations. Four recommendations are offered: (a) encourage diligence in accurately reporting discipline behaviors as required by Policy 4373; (b) provide training/technical assistance specific to positive discipline approaches and alternatives to suspension; (c) build district and school staff capacity to provide appropriate behavioral interventions in the context of the Support for Personalized Learning, three-tiered framework; and (d) further investigate subgroup disparities and deliver professional development and technical assistance specific to minimizing them. Appendices include: (1) Inappropriate Behaviors by Level of Severity; (2) Inappropriate Behaviors by Category of Behavior; (3) Interventions and Consequences; (4) Discipline Referrals by Level of Severity and Category of Intervention or Consequence; (5) Discipline Referrals by Type of Behavior and Category of Intervention or Consequence; (6) In-School and Out-of-School Suspensions by Behavior; (7) Discipline Referrals by Student Race/Ethnicity; and (8) Stakeholder Input.
