Book excerpt: Local indicators of spatial association within exploratory spatial data analysis are used to study the spatial distribution of need and accessibility. Raster Analysis is performed to identify neighborhoods in Ames that have high need and high accessibility and high need and low accessibility. The future locations of the parks are then evaluated. The results from the analysis show that there are some neighborhoods in Ames, where the need for public parks is higher, but the accessibility to parks is low. These are the critical areas that public decision makers need to focus on. Similarly, there are neighborhoods with higher needs and having higher accessibility to parks. These are the areas where Ames Park and Recreation Department has provided adequate park facilities. The future locations of the parks in the South, and Southwest of Ames are effective as some neighborhoods in these parts of Ames have been identified as having high need for park but currently have low accessibility to parks.

Book excerpt: This thesis will critically study the issue of socio-economic class based inequitable distribution of landscape / recreational resources and the ways in which the principles of environmental justice can be used as a tool by landscape architects in the planning process to amend this. A preliminary study indicates that the zip code of 37915, located in Knox County, Tennessee proves to be a suitable case study. High levels of poverty and a greater percentage of minorities as shown by the U.S. Census, add to the undesirability of this neighborhood. The city has located pocket parks with playgrounds and basketball courts in this neighborhood but they still lack access to large tracts of open space with multiple recreational facilities. Finally, this neighborhood falls short of the recommended 6 acres of close-to-home parks for every 1000 residents. Based on the principles of environmental justice, this thesis critically reviews the underlying causes of this inequitable distribution and aims to address it by using these principles as guiding principles for the planning process involved in locating and designing a park for 37915.

Abstract: The social implications involved in the planning issues have aroused more attention in recent decades, with the proliferation of theories, studies and empirical researches. The milestone can be cited as the principles of social justice, which put forward new social ethics that is opposite to the traditional utilitarianism theory. The principles from social equity put forward new requirements to the planning. In Chinese cities, the fast pace of economic development after open door policy, at the same time, makes a neglecting of social development, especially in terms of social equity. With the understanding of concepts, this paper constructs an analytical framework for the social equity assessment in the public facility provision, based on the accessibility measurement. And empirical study of urban park planning in study area gives a visualized result through the facilitation of GIS. In addition to the major analysis part, the rethinking of urban parks planning process and mechanism is as well taken in an effort to make the assessment more comprehensive. Book excerpt: Recent research has focused on assessing equity with regards to location of public services and the population served. Instead of equality, equity involves providing services in proportion to need, rather than equal access for everyone. This study uses three commonly identified measures of accessibility (minimum distance, travel cost, and gravity potential) to assess how equitable higher-need residential populations of Kansas City, MO are served by neighborhood parks. Using Census 2000, socio-economic block group data, areas with high population concentrations of African-American and Hispanic populations, as well as areas of high density and low income are characterized as having the most need. However, correlations of higher-need populations with the accessibility measures reveal patterns of equity within the Kansas City. MO study area. Results indicated that while most of the high need population was adequately and equitably served by neighborhood parks, there were still block groups that did not have access to this type of public resource. This research follows methods proposed in previous studies that utilize the spatial mapping and analysis capabilities of ArcGIS and promote the use of these tools for city planners and future park development and decisions.

Book excerpt: The purpose of this research is to explore an environmental justice issue in Groton, Connecticut by determining if there is a correlation between the spatial distribution of the accessibility to the town's green space, and spatial distribution of local residents. The local residents in Groton are aggregated at the Census Block Groups level and characterized by their socio-economic status; such as the percent of non-white population, the percent of people with no high school diploma, population density and median household income of the past 12 months. In this study, the census block group boundaries have been used as approximation for neighborhood boundaries. The Town's Parks and Recreation department promotes health and wellness to all ages of people with events through-out the town. The objective for this thesis is to examine which neighborhoods have higher levels of accessibility to green space and which ones need improvement. The level of accessibility to green space is quantified using five indices; 1) the proximity to green spaces which is measured by the distance from a neighborhood to the nearest green space's entrance; 2) the availability of green spaces in a neighborhood which is measured by the total area of green spaces in a neighborhood divided by the total population in the neighborhood; 3) safety which is measured by two indices: a). the number of street lights per mile of roadway in a neighborhood, b) the length of sidewalks per mile of roadway in a neighborhood; 4) comfortability of walking which is measured by the average slope of roads and sidewalks in a neighborhood. Residents in Groton should be able to walk from their homes to a green space, and feel safe and comfortable when walking to their destinations. The study results suggest that overall there is no environmental injustice in the Town of Groton. However, the availability of green spaces in a neighborhood is significantly and positively correlated with income. In addition, it is significantly and negatively correlated with population density. Both findings suggest that the availability of green spaces needs to be improved. Having designated green space in neighborhoods can ease or partly address the physical health problems such as obesity and lower risk of cardiovascular diseases. Green spaces can also improve mental health issues such as stress or anxiety. Accessible green space promotes resident to walk their destination and use the amenities available at their local green space. These results from this thesis are important to the Parks and Recreation department since obesity rates are rising all over the world for adults and children, especially in the USA. According to the Centers for Disease Control and Prevention (CDC) in 2011-2014, the prevalence of obesity was just over 36% in adults and 17% in youths (Ogden, 2015). This study helps the Town of Groton to better allocate its green spaces to better serve its neighborhoods. Practical recommendations are given to improve the level of accessibility to green space in neighborhoods where it is low. In addition, limitations of this study and future study are discussed.

Book excerpt: Public parks are important elements in the community and can play a major factor in community building. They serve as spaces where people interact, exercise, and can be spaces where cultural expression take place. There are numerous studies showing that park accessibility is linked to park proximity, however, accessibility is a multi-faceted word and can be defined in multiple ways. Park accessibility can refer to park distribution, proximity, safety, quality, and size. While the field of City Planning is centered around the notion of creating a just, sustainable, and structured future for cities and its residents, racist undertones have directly impacted the built environment throughout history. Direct and indirect racist ideologies have shaped the development of public space and park planning, park design and distribution. Since environmental justice issues often affect communities of color, the quality, quantity, and types of amenities that are offered at public parks is an important area to investigate. The site chosen for this study is Austin, Texas. Austin has been and is experiencing major population growth, which is increasingly making the city demographically diverse. “The City of Austin has now crossed the threshold of becoming a Majority-Minority city. Put another way, no ethnic or demographic group exists as a majority of the City’s population. The City’s Anglo (non-Hispanic White) share of total population has dropped below 50% and will stay there for the foreseeable future” (COA Website). The methods used in this study were centered around field observations, and mapping utilizing geographic information systems. Mapping park and demographic data allowed me to build a comparative analysis across the eight neighborhood parks that were surveyed. This method was imperative to this research in order to bring forth and understand spatial patterns that may not have been found otherwise. Additionally, photographs of amenities were taken to capture the condition of each amenity. Park observations were conducted to understand how the community uses their neighborhood parks.
