Book excerpt: Development of energy sources and generation of electric power require substantial amounts of water. The water is necessary as process water in the production of synthetic fuels, and as cooling water in almost all activities related to the development of energy resources and in thermoelectric power plants. Yet existing energy-economy models do not explicitly take account of the availability of water resources for energy-related activities. The objective of this project was to express, in a general form, the availability of regional water resources and to determine the feasibility of integrating these availabilities into energy models. Two models were used for the study: the Regional Energy System Optimization Model (RESOM), currently under development at the Brookhaven National Laboratory, and the Energy Policy Model (EPM), developed at the Lawrence Livermore Laboratory.

Book excerpt: This analysis provides a description of the first U.S. national electricity capacity expansion model to incorporate water resource availability and costs as a constraint for the future development of the electricity sector. The Regional Energy Deployment System (ReEDS) model was modified to incorporate water resource availability constraints and costs in each of its 134 Balancing Area (BA) regions along with differences in costs and efficiencies of cooling systems. Scenarios analyzed include a business-as-usual scenario without water constraints as well as four scenarios that include water constraints and allow different cooling systems and types of water resources to be utilized. This analysis provides insight into where water resource constraints could affect the choice, configuration, or location of new electricity technologies.
