Book excerpt: The objective of this research effort was to determine the impact the relationship between leadership and cohesion has on a unit's effectiveness. An analysis of previous research studies dealing with leadership, cohesion, and unit effectiveness was accomplished. Research findings were examined to determine what previous researchers had found to be positive and negative traits of leadership. Historical data was searched to find what produces cohesion within an organization. Also, records were investigated to ascertain how effectiveness is measured in contingency situations. A qualitative comparison between these findings and the data collected was conducted. When correlations existed between the previously documented information and the wartime experiences of CE personnel, the leadership and cohesion characteristics impacting unit effectiveness were identified. The interrelationship between leadership and cohesion appears to play a significant role in determining the potential effectiveness of an organization in combat.

Book excerpt: This is a study of the logistical system that supported the Union armies in the Civil War, focusing on the Army of the Cumberland under the command of Major General William S. Rosecrans in 1863. It begins with a description of the logistical bureaus in the War Department in Washington, D.C. and the challenges they had in developing the national logistical support structure in the first years of the war. Next, the support structure in the Department of the Cumberland is described, to include the challenges in maintaining the rail link from Nashville, Tennessee, back to Louisville, Kentucky. Finally, the performances of the commanders and logisticians in the field during the Tullahoma and Chickamauga Campaigns are explored, with an emphasis on the problems with transportation. This study concludes that the logisticians overcame enormous problems to create a logistical system that allowed the commanders to win the war. In the Army of the Cumberland, the support was exceptional when compared to the challenges that were faced. Logistics became a limiting factor because of the senior leadership’s poor planning, disregarded orders, and unrealistic expectations which doomed both the Tullahoma and Chickamauga Campaigns from achieving decisive results even before they had begun. This study attempts to put the rarely explored, but extremely significant, field of logistics in its proper place of importance in the study of military history. Logistics is inextricably tied with strategy and tactics; without logistics, victory is not possible.

Book excerpt: In June 1998, Vice President of the United States Al Gore and the National Partnership for Reinventing Government presented a team of Army logisticians and RAND analysts the "Hammer Award" in recognition of a great accomplishment: making Army logistics work better and cost less. Through its Velocity Management (VM) initiative, the Army has dramatically streamlined its supply chain, cutting order and ship times for repair parts by nearly two-thirds nationwide and over 75 percent at several of the major Forces Command (FORSCOM) installations. For decades, the Army logistics system was based on massive stockpiles of supplies and weapon systems, many of them prepositioned "just in case." While this system was world-class for supporting a Cold War army, it became increasingly less effective and unaffordable for the current force projection army. Started in 1995, the Army's VM initiatve sought to improve the responsiveness, reliability, and efficiency of this outdated logistics system. The wholesale order and ship process is a critical part of the Army's supply chain-filling nearly 60 percent of all retail issues for repair parts. During the Velocity Management baseline period from July 1994 to June 1995, order and ship times were lengthy with a long, variable distribution. Army mechanics would wait on average a month for spare parts from distant supply depots in order to repair a "down" weapon system. Delays occurred in all segments of the process, and response times varied from month to month. VM recognized that achieving dramatic, continuous, and irreversible improvement required a revolutionary shift in thought and action. An organizational structure comprising senior Army leadership, site and process improvement teams, and continuing analytic support from RAND catalyzed the institutionalization of this cultural change, while VM's Define-Measure-Improve methodology sustained it.

Mattis, US Marine Corps by using Task Force 58 in Afghanistan as a formative base and then comparing elements of operational art to the conduct of the 1st Marine Division in Operation Iraqi Freedom, 2003. Mattis draws upon many historical influences that shape his operational design in both campaigns. He puts great effort and focus on ensuring that his commander's intent is understood by all his subordinates and uses a preference for a small staff in the planning and execution of his intent. He makes heavy use of personally selected liaison officers to form and sustain habitual relationships with higher and adjacent units. Through the use of historical examples and a refusal to be constrained by doctrine and popular thought he uses innovative approaches in his design. These innovative approaches often constitute paradigm shifts with contemporary thought and doctrine. A 'Mattis Way of War' is postulated in the conclusion which draws from his use of history, commander's intent, and leadership to build up a capacity, or potential energy, for action in his unit. Once built up, he unleashes this energy utilizing explicit trust in his staff and subordinates.

Book excerpt: On 24 January 2013, the Secretary of Defense (SecDef) rescinded the 1994 Direct Ground Combat Definition and Assignment Rule (DCAR) that excluded women from assignment to units and positions whose primary mission is to engage in direct combat on the ground. In doing so, the SecDef directed the opening of all occupational specialties, positions and units to women; the validation of gender-neutral standards for those positions; and establishment of milestones for implementation. In a March 2013 memorandum, Commander USSOCOM directed several initiatives as a result of the SecDef's DCAR rescission. While other studies examined individual performance and standards, the JSOU Center for Special Operations Studies and Research examined the effects on team dynamics. The challenge for this study was to determine if changing the gender component of Special Operations Forces elite teams from single-gender (masculine) to mixed-gender would affect team dynamics in a way that would compromise the ability of the team to meet a mission objective.

Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.
