Book Regulatory Choices

Download or read book Regulatory Choices written by Richard J. Gilbert and published by Univ of California Press. This book was released on 2022-07-15 with total page 408 pages. Available in PDF, EPUB and Kindle. Book excerpt: Regulatory Choices offers the first comprehensive economic history of energy policy and its consequences for California, where some of the most innovative and far-ranging programs of regulatory reform have originated. The authors of this volume have gathered together an impressive wealth of material about actual policy decisions and their repercussions and have subjected their findings to astute economic analysis. This book will serve for years to come as an invaluable reference on the costs and effects of various energy policies. With its focus on bringing prices in alignment with the true cost of producing power and delivering it to the customer, the first part of the book outlines the issue of setting utility rates and considers some of the proposals to provide regulated industries with incentives to respond to economic and environmental concerns. The problems of energy supply occupy the second part of the book, which includes a survey of the costs of alternative energy sources and estimates of their environmental impacts, as well as a case study of the construction of the Diablo Canyon nuclear power plant. The book concludes by documenting the results of subsidy programs that were designed to target the development of wind power and residential energy conservation. Regulators, we learn, have a mixed record when it comes to managing the production of energy. Some conservation programs have enjoyed considerable economic success, particularly those that correct a lack of consumer information. Others, such as the renewable energy tax credits or programs designed to subsidize new technologies, have cost much more than the value of the energy they have saved. What emerges clearly from this study is that regulated industries are not immune from the forces of competition. Available in PDF, EPUB and Kindle. Book excerpt: A new framework for studying markets as the product of organizational planning and understanding the practical limits of market design. The Western energy crisis was one of the great financial disasters of the past century. The crisis began in April 2000, when price spikes started to rattle California’s electricity markets. Decades later, some blame economic fundamentals and ignorant politicians, while others accuse the energy sellers who raided the markets. In Failure by Design, sociologist Georg Rilinger offers a different explanation, one that focuses on the practical challenges of market design. The unique physical attributes of electricity made it exceedingly difficult to introduce markets into the coordination of the electricity system, so market designers were brought in to construct the infrastructures that coordinate how market participants interact. An exercise in social engineering, these infrastructures were intended to guide market actors toward behavior that would produce optimal market results and facilitate grid management. Yet, though these experts spent their days worrying about incentive misalignment and market manipulation, they unintentionally created a system riddled with opportunities for destructive behavior. Rilinger’s analysis not only illuminates the California energy crisis but also develops a broader theoretical framework for thinking about markets as the products of organizational planning and the limits of social engineering, contributing broadly to sociological and economic thinking about the nature of markets.

Book Power for the People

Download or read book Power for the People written by Mary M. Timney and published by Routledge. This book was released on 2015-04-29 with total page 251 pages. Available in PDF, EPUB and Kindle. Book excerpt: Power for the People examines the tension between the social and political interests of states and the market in the case of energy policy. The author has conducted extensive research on California's experience with electricity restructuring, and assesses how the diverging interests of the market vs. the state resulted in that notable failure of energy deregulation. She includes overviews of many other states, and offers analysis on how states can balance their own interests with the market without imposing high costs on their citizens or the environment. This is the first book to look at deregulation from the point of view of the consumer and the states. Exceptionally clear, balanced, and well-written, it is essential reading for anyone interested in public policy, energy studies, and government deregulation of services, and would also be an ideal supplement for any courses in these areas.
