Book excerpt: Industrialized countries around the world are facing rapid demographic changes, including declining fertility rates, greater longevity, and an aging population, and these are creating unprecedented challenges in care provision. Many East Asian countries have used migrant care workers to solve the challenges of labour shortages in the social welfare sector. The purpose of this dissertation is to understand why East Asian countries have adopted different policy approaches to recruit migrant care workers. Specifically, it investigates why Taiwan's policies are designed to recruit "household care workers with a temporary contract" while South Korea's policies focus on "institutional care workers with access to long-term settlement"? The dissertation explores this question by probing the politics of eldercare and care migration and tracing the development of migrant care worker policies. By employing a framework that intersects care, employment and migration regimes, it highlights the institutional contexts that shape how a country designs its migrant care worker policies. It argues that migrant care worker policies manifest how care work, citizenship, and gender equality are defined and contested by the receiving society. It also demonstrates how the development of migrant care worker policies reflects the legacies of earlier policy decisions, by illuminating the political actors with access to the policymaking process. Based on archival research and 53 personal interviews with government bureaucrats, policymakers and migrant worker activists, the dissertation maps out the political mechanisms that determine the levels of rights, labour mobility, and access to membership rights for migrant care workers in Taiwan and South Korea. It challenges conventional understandings of policy as formal and static and posits the formation of migrant care worker policy as an organic process which is modified and contested as part of a political process.

Book excerpt: What happens when local unions begin to advocate for the rights of temporary migrant workers, asks Michele Ford in her sweeping study of seven Asian countries? Until recently unions in Hong Kong, Japan, Malaysia, Singapore, South Korea, Taiwan, and Thailand were uniformly hostile towards foreign workers, but Ford deftly shows how times and attitudes have begun to change. Now, she argues, NGOs and the Global Union Federations are encouraging local unions to represent and advocate for these peripheral workers, and in some cases succeeding. From Migrant to Worker builds our understanding of the role the international labor movement and local unions have had in developing a movement for migrant workers' labor rights. Ford examines the relationship between different kinds of labor movement actors and the constraints imposed on those actors by resource flows, contingency, and local context. Her conclusions show that in countries—Hong Kong, Malaysia, and Thailand—where resource flows and local factors give the Global Union Federations more influence local unions have become much more engaged with migrant workers. But in countries—Japan and Taiwan, for example—where they have little effect there has been little progress. While much has changed, Ford forces us to see that labor migration in Asia is still fraught with complications and hardships, and that local unions are not always able or willing to act.

This study attempts to fill that void by providing an in-depth discussion on the economic impact of the industrial policies of Singapore, Taiwan, and South Korea in the three-and-a-half decades after 1960. Throughout the study, a broad perspective of macroeconomic development is maintained. It is highly critical of the narrow-minded objective of certain governments in maximizing the pace of industrialization at the expense of general economic well-being. A comparative analysis of the industrial experiences of the three economies also shows a diversity of constraints and processes. Singapore relied on multinational corporations, Taiwan on returned engineers, and South Korea on chaebols. There appears to be no Asian formula for industrialization. In Hong Kong, there is an ongoing debate on whether some form of industrial policy should be introduced, in view of the perception that Hong Kong is lagging behind the other economies in terms of technology. Drawing on the experiences of the other economies, the concluding chapter of the book provides an informed and balanced answer to this question. Since the 1980s, the newly prosperous countries of East Asia have recruited foreign household workers at a rapidly increasing rate. Many come from the Philippines and Indonesia. Pei-Chia Lan interviewed and spent time with dozens of Filipina and Indonesian domestics working in and around Taipei as well as many of their Taiwanese employers. On the basis of the vivid ethnographic detail she collected, Lan provides a nuanced look at how boundaries between worker and employer are maintained and negotiated in private households. She also sheds light on the fate of the workers, “global Cinderellas” who seek an escape from poverty at home only to find themselves treated as disposable labor abroad. Lan demonstrates how economic disparities, immigration policies, race, ethnicity, and gender intersect in the relationship between the migrant workers and their Taiwanese employers. The employers are eager to flex their recently acquired financial muscle; many are first-generation career women as well as first-generation employers. The domestics are recruited from abroad as contract and “guest” workers; restrictive immigration policies prohibit them from seeking permanent residence or transferring from one employer to another. They care for Taiwanese families’ children, often having left their own behind. Throughout Global Cinderellas, Lan pays particular attention to how the women she studied identify themselves in relation to “others”—whether they be of different classes, nationalities, ethnicities, or education levels. In so doing, she offers a framework for thinking about how migrant workers and their employers understand themselves in the midst of dynamic transnational labor flows.
