Book excerpt: Excerpt from A Study of Rural Schools in Travis County, Texas The purpose of this investigation is to make an accurate and scientific estimate of the status of public education in about two hundred square miles of the southeastern part of Travis County. By making a close survey of this area and reporting it to the public in the following pages, it is hoped that other communities similarly situated will be assisted in finding where they stand educationally. This report is intended to serve as a simple, direct sort of guide whereby a rural community may conduct a self-examination into its school affairs, determining its points of greatest strength and revealing its sources of greatest weakness. It is a method of attack by examination and diagnosis before the issuance of a prescription or other remedial measure. This study has been presented as one chapter of a thesis offered in part fulfilment of the requirements for the degree of Master of Arts in the University of Texas, and its publication in this form ahead of the completion of the thesis has been allowed. The facts that have been secured with reference to the reading situation in the rural schools of the State should be invaluable to administrative and supervisory officers and they should also arouse teachers and patrons to the need of securing more adequate results from the work of the schools in this subject. Reading is of basic importance. Not only does it condition progress in other school subjects, but deficiency in it may be a barrier to the intelligent discharge of the duties of citizenship. The elementary school has no more important subject to offer the children and the results should be better than are now being obtained. The use of the intelligence and standardized tests with such large numbers of pupils through so many grades, and in all sections of the State, should furnish valuable data for those who are interested in the relative effectiveness of rural and urban schools. Bureau of Education, indicates that there were 13,951 public high schools in the United States in the academic year 1917-18. Slightly more than half of these schools had each an enrolment of fifty pupils or less and seventy-five percent enrolled each one hundred pupils or less. These figures serve as an index of the importance of the small high school in the program of secondary education in this country. These small schools are in the main located in small villages or in the open country, and this study of the rural high schools of New York State should reveal problems that are of general interest because of the frequency with which they are likely to be met. Dr. Ferriss' consideration of these questions should prove helpful to those who are concerned with the administrative and the instructional work of small high schools throughout the country. In the organization of the survey the administrative phases of this study were placed under the general direction of Dr. C. H. Judd, while Dr. W. C. Bagley had a similar relation to the problems of instruction and teacher preparation. This study was made and the results published with money furnished by the Commonwealth Fund. Book excerpt: Excerpt from The Rural and Village Schools of Colorado: An Eight Year Survey of Each School District, 1906-1913, Inclusive The third-class school district is the unit of organization that our people have provided for the training of the children of the villages and of the open country of Colorado in the rudiments of reading, writing, arithmetic, history, geography and economics, for fitting those who have completed the prescribed course of study for entering the high school, and for giving all some understanding of the duties, privileges and responsibilities of American citizenship. The importance of the third-class school district, judged from the standpoint of the work it is charged to do, is fundamental and its efficiency of vital necessity to our state and national life. The heavy burden of responsibility that it carries and the great importance of its work, are largely overlooked because we are accustomed to consider rather the small individual district with its comparatively few pupils, than the aggregate number of districts in the state with the many thousands of pupils that these serve. Judgment, too, of how far and how well the district serves the people, should be based on the work of all the districts rather than that of any individual one, and manifestly, too, knowledge of state conditions in the aggregate must be had by him who can justly criticise our rural and village schools or safely plan for their improvement. It was a growing conviction of the imperative need of more knowledge of our rural schools from the standpoint of the State as a whole, for guidance in plans for their improvement, that prompted the planning and carrying forward of a survey of all of the third-class districts of the State by our Department of Rural and Industrial Education. The dominant idea has been to learn just what kind of service the schools in the third-class districts are giving. Months were necessary for the collection of data and fully as much time for its study and analysis. Much thought was given to the method of properly illustrating various phases of study and earnest effort was made to show the method used clearly and to give the results of the various lines of inquiry thoroughly, accurately and in proper relation so that the people of Colorado might see the work of our rural schools in proper perspective and decide for themselves whether the boys and girls of the county are getting the training that will fit them for twentieth century service. The work of the survey has been a heavy task, requiring a great deal of individual and institutional sacrifice, but it was done gladly and cheerfully and the results are published in the hope that they may be of service to the people of Colorado in their great work of rural school improvement and aid them in their efforts to give better educational advantages to the country children. Second, that the country school of all rural social institutions makes the best and most available center for upbuilding the rural community, and bears at present the greatest responsibility for socializing country life. Third, that to realize this social service of the country school country teachers must become local community leaders.
