All rights not granted by the above license are retained by the author. Abstract: ABSTRACT Information skills are crucial for anyone to acquire the competency of learning to learn. Unlike the usual study of information skills at the school level, this research analyzes the application from the globalized sphere to the down-to-earth practice so that a holistic picture of information skills study is formed. This research examines the information skills application in both the English Schools Foundation and the local primary school contexts. The methodology of Comparative Education facilitates multi-faceted analysis of information skills in enhancing students learning to learn in education systems, and widens the scope of understanding in information skills practice in schools. The fundamental questions discussed in the study are 1. What variables shape the differences of the implementation of information skills between the ESF and the local contexts? How do the variables exert their impact during the process? 2. What are the similarities and differences for integrating information skills into students' learning in these two different educational contexts? 3. To what extent do the challenges of information skills instruction affect the collaboration of teachers and school librarians of both the ESF and the local contexts? In order to have systematic and equilateral enquiry, Bray and Thomas's framework for comparative education analysis (1995) and Bereday's model for undertaking comparative studies (1964) are employed in this research. Methods used in this study include school library visits, interviews, observation and questionnaires. Findings from the research display the intricate interaction of different forces from the macro-environment to the micro-environment of information skills application. Globalization and the interdependence of economic, social and political climates accelerate the development of information skills in the ESF and the local primary school systems. Educators of the respective systems try to format the system variables such as curriculum, teachers' training, and assessment accordingly. Strengths of one system are often weaknesses of another. Information skills implementation in different contexts results in different challenges and learning results.
