Book excerpt: This study set out to examine probation and to investigate the influence of context on constructions of probation practice. A core objective was to inquire into how probation officers and their managers interpret and make sense of their work practices in a changing social, political and economic environment. The author began this study by locating probation within the history of ideas that helped to shape penal discourse, policy reform and criminal justice practice. Ireland provided the particular site and context for the field research. However, the author locates the study within a broader review of International and British literature. Structuration theory, in particular the work of Giddens (1984) and Thompson (1998), provides a theoretical reference that connects discourse, professional identity and social reality. By placing structure and agency in dynamic interaction, Structuration theory permits the conceptualisation of probation as a dynamic activity/organisation, reflective and responsive to changing social and political discourse. By engaging participants in dialogue and discussion, the study set out to investigate the influences of various structural, legislative and policy developments on probation. Exploring the effects of these developments on the organisation of probation and on participants{u2019} constructions of probation practice was a particular focus. The findings highlight the links between changes in political opinion, related policy reforms and developments in the organisation and practice of probation. The study employs an interpretative, constructionist methodology, which stresses: {u2018}A main task is to explicate the way people in particular settings come to understand, account for, take action, and otherwise manage their day-to-day situations.{u2019} (Miles and Huberman, 1994:7) This methodology is located within a post-modern research paradigm that asserts that no universal truths exist, and that knowledge is contextually and culturally defined and excavated through the analysis of text and discourse. (Noble, 2004) Using qualitative research methods, the author accessed the views of a regional sample of probation personnel. The research methods used include; focus group discussion, individual interviews and questionnaires.Text analysis and a system of open coding permitted the exploration and analysis of the emergent data. The final report analyses the discourse of participants as they attempt to make sense of their work in a public service organisation. The contextual demands of probation practice surfaced in the data. Tensions ensuing from changes in emphases in penal discourse and conflicting organisational and professional traditions also emerged. Healy (2005) examines the discourses and theories that inform social work practice. She creates a model of social work as a dynamic activity. The author uses her work to conceptualise the potential for a more dynamic Probation Service that is responsive to change and reflective of the views of participants. They include, the preservation of the humanistic values of social work; the establishment of improved internal and external systems of communication to facilitate the advancement of a more flexible and responsive service; the promotion and support of reflective practice amongst practitioners and the development of a more integrated, partnership style approach to working with offenders amongst the varied groups operating within the criminal justice system.
